P4 REFURBISHMENT CONTRACT (P4RC) SOL F08635-01-R-0056 DUE 04 FEB 01. Notice of Contract Action (NOCA). This announcement serves as notice to all potential offerors that the Range Instrumentation System Program Office (RISPO), AAC/WMRR, located at Eglin AFB, FL anticipates the release of a solicitation for a predominately Firm Fixed Price five-year Requirements contract (2-year base with three 1-year options) which will provide a two-phase approach for P4A Series pod refurbishment and upgrade. Phase I (P4R1 configuration) refurbishment and upgrade will install a pod global positioning system receiver for rangeless operational accuracy and an on-board data recorder that supports post mission debriefings. Phase II (P4R2 configuration) upgrade will add a pod-to-pod datalink architecture that protects classified information and provides pod interconnectivity for real time kill notification and removal. Complementary ground instrumentation necessary to conduct post mission debriefings will be provided during both program phases. A Phase II Live Monitor option will provide on-the-ground, real-time monitoring of the pod datalink. Logistical and maintenance support shall be provided by organic USAF depot support. Sites that already have a local O&M contractor will be trained by the P4RC contractor prior to system deployment. Offerors will be required to produce/deliver all logistics support elements, and improve overall pod life cycle ownership costs. Initial delivery of Phase I modified P4A pods are anticipated no later than November 2001. The Government intends to make a single award for the P4RC effort. The Government also intends to award without discussions. A sources sought synopsis was issued to the CBD on 22 Mar 00. Additional information exchanges, as well as draft requests for proposal, have been posted to www.eps.gov under Solicitation F08635-00-R-0056. The solicitation will be released on or about 04 Dec 00 under the new solicitation number F08635-01-R-0056. The past performance volume is due 15 days after issuance of solicitation (on or about 19 Dec 00). Technical and cost volumes will be due 30 days after issuance of solicitation. Foreign firms are advised they will not be allowed to participate as the prime contractor. Potential offerors are advised that a U.S. SECRET/NOFORN facility clearance will be required prior to award of any resulting contract. Data information which may be available for review or which may be produced under a resulting contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control laws and regulations. Only those firms who are on the Certified Contractor Access List may receive such information. Certification is accomplished using DD Form 2345, Military Critical Technical Data Agreement. A Statement of Terms and Conditions for Release of Air Force Owned or Developed Computer Software Packages is available at the ACTTS technical library and must be completed by each offeror prior to removing data from the library. A 24-hour limitation for loan of any software or documentation for potential use in preparing for this acquisition has been established.
