- The NASA Glenn Research Center is soliciting proposals in support of the Flywheel Rotor Safe-Life Program. This Program will be conducted jointly with AFRL, Space Vehicles Directorate. NASA intends to enter into Space Act Agreements with interested organizations with the intent of developing a certification standard for general application to aerospace flywheel rotating components. Specific focus will be on the development and verification of certification processes for long life polymer matrix composites and other rotating components planned for use on these devices. In support of the Flywheel Rotor Safe-Life Program, proposals are sought for cooperation in the following areas or combinations of areas: 1. Development, verification and documentation of test methods and techniques that may be required for certification of rotor safe-life. 2. Coupon level (typically flat coupon or hydroburst ring) material characterization for representative material systems for aerospace flywheel rotors that can be used to verify general material performance in terms of strength, fatigue and environmental effects. In addition, this material characterization will support development and verification of life prediction codes which may be developed as part of this program. 3. Development, verification and documentation of analytical techniques that will enhance the capability of government and industry to cost effectively design and certify aerospace flywheel rotors for safe-life. 4. Definition, development and verification of test facility upgrades (government and commercial) for facilities that are required in the conduct of rotor safe-life certification. The objectives are to provide test equipment upgrades that would be available to the general flywheel industry to facilitate timely and cost effective testing to support flywheel rotor certification. General example categories are: coupon test machines, rotor burst facilities and rotor cyclic spin facilities 5. Flywheel rotor level fatigue and rupture testing to support correlation of coupon and rotor design, analysis and test practices and processes. The government is interested in evaluation of design and certification processes on representative flywheel rotor systems. This would include evaluation and verification by test, inspection and analysis of any government, academic or industry developed life prediction codes. 6. Definition, development and verification of new or enhanced NDE processes and standardization of NDE tests to support the requirements of rotor safe-life certification 7. Development, coordination and approval of new processes and standards that may be required to support the general aerospace flywheel rotor certification standard. An example might be the development of a new test standard or modifications to existing standards per flywheel rotor requirements. 8. Provide technical support to a flywheel rotor safe-life working group that will be established by AFRL and NASA to coordinate and facilitate the certification process development activities. NASA and AFRL are currently conducting safe-life process development in the following areas: rotor system design and fabrication, material characterization, life prediction code development, rotor spin testing and working group development. Government facilities that may be available, depending on funding and availability, are: coupon testing, rotor cyclic spin testing and NDE inspection.
