Description

Correction: The solicitation N66001-00-R-0023 closing date is extended to 16 November 2000. Original announcement: The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to solicit and award a cost plus fixed fee, indefinite quantity contract for Innovative Science and Technology Experimentation Facility (ISTEF) Technical and Administrative Operations and Maintenance Site Support. It is anticipated that the effort will be for a base year with four one-year options. The estimated level of effort for the total requirement is 127,500 man-hours. The requirement includes engineering services, as well as the operation and maintenance of all optical, electronic, and mechanical systems and subsystems at ISTEF. These tasks may include optical and mechanical design, development, fabrication, and operation of new sensors and illuminators in support of imaging and pointing and tracking applications. Principal contractor activities include laboratory and field engineering, theory and concept development, and computer modeling for active and passive imaging systems. Technology areas include large optics, IR/VIS/UV sensors, lasers, mount control systems and image processing. A site visit of the facility will be scheduled. The applicable Standard Industrial Classification Code for this acquisition is 8711 and the small business size standard is $20 million: however, this requirement is unrestricted. It should be noted that any potential offerors will be required to have/or obtain personnel and facilities cleared up to the TOP SECRET Level. The solicitation, all amendments, and notification of site visit will be posted at the Space and Naval Warfare Systems Center, San Diego (SSC-SD) -- Business Opportunities Home Page, https://e-commerce.spawar.navy.mil. A bidders mailing list will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on this website under "Open Solicitations". Any amendments when issued, will also be available only on this website. It is estimated that the solicitation will be issued in mid to late August 2000.
