Description
Provide services necessary to develop, revise and/or update and present a course of instruction entitled "Environmental Laws & Regulations." This will be a firm fixed price type contract with one (1) basic and two (2) option years. This course will enable students to list major federal statutes designed to protect the environment, summarize major provisions of each major federal environmental law, find the federal and state environmental statutes and regulations and identify and state legal requirements for environmental protection related to a specified Corps activity. These areas will be addressed through a combination of lectures, follow-on discussions, group exercises and case studies. Course sessions scheduled for FY01 are as follows: Huntsville, AL, 26 Feb 2 Mar 01; Dallas/Ft. Worth, TX, 23-27 Apr 01; Sacramento, CA, 7-11 May 01; Atlanta, GA, 4-8 Jun 01; Huntsville, AL, 18-22 Jun 01 and 9-13 Apr 01. Course locations and dates for option years FY02 and FY03 are estimates and subject to change as follows: Huntsville, AL, 11-15 Mar 02; St. Louis, MO, 22-26 Apr 02; Denver, CO, 6-10 May 02; Sacramento, CA, 10-14 Jun 02, Huntsville, AL, 24-28 Jun 02; Huntsville, AL, 10-14 Mar 03; Seattle, WA, 21-25 Apr 03; Dallas/Ft. worth, TX, 12-16 May 03; Norfolk, VA, 9-13 Jun 03 and Huntsville, AL, 23-27 Jun 03. Sessions consist of 36 hours of classroom instruction, 36 students per session. Offeror shall provide two instructors who each shall hold a J.D. The lead instructor should have five or more years of post law school practical experience and should have 80 or more hours of teaching experience during the past three years. The assistant instructors should have three or more years of post law school practical experience and should have 40 or more hours of teaching experience during the past three years. Technical evaluation criteria will be set forth in the solicitation scheduled to be issued on or about 15 Nov 00. Copies of the solicitation shall be obtained by written request at no cost to interested parties. One set of the following course material may be obtained from this office at a cost of $45.00 (non-refundable): Sample Attendance Record, Registration Form, End-of-Course Evaluation, Completion Certificate, Schedule of Instruction, Instructor Lesson Plans, Test for Measurement of Student Achievement (Pretest/Posttest), and Course Manual (includes paper copy of visual aids). Payment will be made by certified check, cashier's check, or money order payable to the Finance and Accounting Officer and should accompany the request for solicitation. Attachments will not be broken out and paid separately. It is not a requirement that you request a copy of the items listed. State solicitation number on the request. This is a 100% set-a-side for small business procurement. The North American Industry Classification System (NAICS) is 61143, with annual receipt not exceeding $5.0M. Contractor must furnish business size with written request, along with duns number, tax identification, cage code and must be registered in central contractor registration.
