- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Solicitation number N61339-01-T-0004 is hereby issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-17. This solicitation shall be awarded on a sole source basis to Rockwell Collins, 400 Collins Road, NE, Cedar Rapids, Iowa 52498. The North American Industry Classification Systems (NAICS) is 333319. The following is the Statement of Work for this requirement: Statement of Work 1. Scope This Statement of Work (SOW) establishes the requirements for modifying the MFD-255P multifunction display for use in U.S. Navy training Device 2F142A(F). The contractor shall perform non-recurring engineering analysis to establish, demonstrate and test a methodology for meeting the functional requirements described in this SOW. The final product shall be an integrated solution designed to meet these requirements. 1.1 Background The installation of the Electronic Flight Display System (EFDS) in the P-3 Aircraft requires realistic aircrew training for skills acquisition and retention. The MFD-255P multifunction display replaces both the electro-mechanical FDI and HSI in the aircraft, and provides reliable, computer-generated displays of aircraft navigation parameters, including those produced by the Global Positioning System. U.S. Navy training device 2F142A(F) does not produce the necessary power and signals required for the operation of the MFD-255P. Modifications to the MFD-255P, and/or the use of auxiliary devices, consistent with the requirements contained in the SOW, to generate stimulation signals, are viewed as acceptable methods of providing a simulation of the MFD-255P's functionality in this trainer. However, all devices used to provide an EFDS simulation must interface with the 2F142A(F) via its existing power and signal generation systems. 2. Statement of Work The vendor shall design, fabricate and test a system that will have the same form, fit and function as the MFD-255P. If the vendor chooses to modify the MFD-255P to meet the requirements of the SOW, the proposed modifications shall not degrade the visual displays, data transfer rate, display and computational accuracy, computational speed or user monitor and control capabilities of the MFD-255P. Likewise, the modified MFD shall execute the same instructions and have the same input-output interfaces as the MFD-255P. The proposed system shall not require the application of 400 Hz primary power or lighting power. Likewise, the system shall not require 400 Hz pseudo-aircraft signals to provide the visual display of navigation parameters. If 400 Hz power or signals are generated by auxiliary devices and introduced into the MFDs, the maximum current in the cables connecting the utility device to a single MFD shall be no more than 2 milli-amperes. If the vendor chooses a design requiring the external generation of 400 Hz signals, trainer inputs shall not be required to modulate or change the amplitude, phase or frequency of these signals. All variable analog signals used to stimulate the modified MFDs shall be in the range 10 VDC. The use of commercial off-the-shelf (COTS) components is encouraged and shall be considered positively in the Government's analysis of the vendor's design. The vendor shall integrate the modified MFDs with all required auxiliary devices into a proposed solution. This proposed solution shall be fully tested to establish that it performs identically to the aircraft MFD-255P in an integrated configuration consisting of: Pilot EFDI Pilot EHSI Co-Pilot EFDI Co-Pilot EHSI Pilot CP-255P Co-Pilot CP-255P All Auxiliary Interface Equipment The vendor shall also perform tests to ensure that the MFD interacts with the CP-255P in the identical way that it does in the aircraft for this configuration. The vendor shall deliver to the Government four MFDs that meet these technical requirements, all auxiliary equipment, exclusive of cables and connectors, required to stimulate the MFDs with 400 Hz power or signals and the following data items: (1) MFD-255P and CP-255P Instruction Book (2) MFD-255P and CP-255P Interface Control Drawings (3) Technical Report Describing the Interfaces Unique to the Modification All items are to be used on the 2F142A(F) trainer located at Jacksonville FL. Delivery shall be made no later than 90 days after receipt of the order. Delivery is FOB Shipping. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52-212-3, 52-212-4, 52-212-5, 242.204-7004 and 252.212-7001. The following subparagraphs of FAR 52.212-5(b) apply: 11 through 15, 22 and 24. The following clause of DFARS 252.212-7001 apply: 252.225-7001. A completed copy of the following must be included with the quote: FAR 52.212-3. The DPAS rating for this solicitation is N/A.
