Description
This is a market survey synopsis. This market survey requests information needed by the Government prior to release of any potential solicitation to identify available small business set aside sources to provide taxicab services for patients at the National Institute of Health within the Clinical Center. This is not a request for proposals or quotes and in no way obligates the Government to award any contract. The Standard Industrial Classification Code (Sic Code) for this project is 4121 and the North American Industry Classification Code is 48531. The Warren Grant Magnuson Clinical Center is a research hospital, which is shared by the patients of the National Institutes of Health. The NIH admits patients to protocols with the purpose of conducting patient research programs. The taxi services to be provided will transport inpatients/outpatients and their parents/guardians to and from NIH, within the Washington, D.C. commercial zone as defined by the Interstate Commerce Commission Report No. 111 M.C.C. 400, including local and international airports. Other jurisdictions will include Montgomery County, Prince George's County, Howard County, Prince William County, Virginia, Loudon County, and Northern Virginia. The Clinical Center would like to identify those small business sources having the capabilities to handle patients under this requirement. Offerors can submit capability statements for all or part of the requirement (multiple award). All services provided will comply with the requirements applicable to Passenger Transportation and Sanitation and Environmental Laws and Regulations. Factors to be identified in the Capability Statement should include: 1) Timeliness factors in pickup and delivery of patients; 2) Professionalism and customer service training; 3) Driver training program and certification requirements of drivers; 4)Maintained vehicle information 5)Staffing and substitute drivers identified 6)procedures for schedule changes; and 7) method dispatchers use to communicate with drivers. The information collected will be used to help NIH to understand what services are accessible in the marketplace and to set realistic expectations of the services available. Information collected via this market survey will in no way be used to limit or screen potential vendors from future consideration for selection. Information provided by any vendor in response to this market review shall not be disclosed if doing so would reveal the vendor's confidential business strategy, and will be protected under FAR 3.104 or FAR 24.2. The Government will not pay for the collection or preparation of any information submitted. Any and all proprietary and restricted information provided on or in addition to that requested in the survey form should be clearly marked. All vendors desiring to participate shoudl submit their capability statements by November 20, 2000.
