- Description
- NASA/JSC plans to issue a Request for Quotation (RFQ) for a Year 2000 Compliance Upgrade to the MTS Systems Corporation's Aero-90 Load Control System. The upgrade package includes replacing the EPROM hardware and software, switching from DEC x-terminal to Windows NT. The system requires on-site installation, verification and training by the factory personnel at the NASA Johnson Space Center, Houston, Texas. The update kit includes a Lifecycle Software Agreement. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from MTS Systems Corporation in Eden Prairie, Minnesota. A market survey revealed that MTS Systems Corporation was the only company able to provide the services because they have the factory trained personnel required to install, verify and train personnel on this software. Additionally, MTS provides all system documentation and manuals and a lifecycle software agreement. In accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), a justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 11/16/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
