- Description
- This office is conducting market research of the commercial marketplace to determine what companies and other federal agencies provide these services. The Defense Prisoner of War/Missing Personnel Office (DPMO) is responsible for the Soviet POW Activities Research Project, which is an internal Joint Commission Support Directorate (JCSD) initiative to determine the true nature of Soviet involvement in the handling of American POWs in past conflicts, specifically the Vietnam War, as well as World War II, the Korean War, and the Cold War. In that regard, the contractor will work to determine whether American servicemen are being held against their will on the territory of the former Soviet Union, and, if so, provide information that might facilitate their immediate release and repatriation; locate and return to the United States the remains of any deceased American servicemen interred in the former Soviet Union; and provide facts regarding American servicemen who were not repatriated and whose fate remains unresolved. This research is specifically aimed at determining the identity of former Soviet personnel who may have come into contact with American POWs from World War II, the Korean War, the Cold War, and the Vietnam War, and securing from them information that might contribute to the full accounting of American Missing In Action personnel. This research also is aimed at examining the holdings of former Soviet archives, museums, medical and psychiatric institutions, penal and labor camps (GULAG), libraries, detention facilities, and other facilities as deemed appropriate and relevant in search of information that would contribute toward clarifying the fate of Missing In Action American personnel from the Vietnam War and other conflicts. The discovery, translation, and analysis of such documentary evidence, coupled with an interview program, form the primary basis for the services required. Services would be required primarily in Moscow.
