- The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with ACCESS, 349 West Commercial Street, East Rochester, NY 14445 to design and test a research study and develop a rural component for an existing Health Care Financing Administration (HCFA) Demonstration on evaluating primary care models for underserved older adults who live in rural areas of New York, West Virginia, and Ohio. The HCFA study was done by ACCESS. The proposed work will develop a primary care model derived from aspects of this larger study of primary care approaches of using Medicare vouchers to purchase consumer-directed home and community care and of using planning meetings among patient-family-physician-nurse to coordinate service delivery. Because any other source would have to duplicate substantial part of the original study, ACCESS is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. A copy of the Justification for Other then Full and Open Competition is on file.
