- Description
- The Technology Applications Contracting Office (TAKO) intends to solicit a sole source procurement with DynCorp for PACOM Support Services in accordance with FAR 6.302-1. The U. S. Special Operations Command (SOCOM) is presently preparing to field helicopters to Korea. The required services shall include four positions: imagery analyst, medical assistance (physician's assistant and licensed practical nurse) and personnel assistant. Services shall be provided in South Korea o/a 4/1/01 after completion of an indoctrination period at Fort Campbell, KY beginning February 2001. Personnel providing the contract services are not command-sponsored. The physician's assistant, licensed practical nurse and personnel assistant will be required to possess a "Secret" security clearance. The imagery analyst will be required to possess a "Top Secret" security clearance. All contractor personnel must be prepared to deploy with the USSOCOM personnel to hostile and non-hostile areas on short notice. A firm fixed-price level of effort contract for a base year plus 4 one-year options is anticipated. The solicitation will be issued o/a 11/15/00. The Government has determined in accordance with FAR 6.302-1 that an award to any other source could create unacceptable delays in fulfilling agency requirements and a duplication of costs that could not be recovered through competition. DynCorp is presently under contract with the Department of Defense to provide 34 individuals in various maintenance roles to support the USSOCOM helicopters in South Korea. The purpose of this procurement is to add 4 additional positions to supplement the current DynCorp team. Through an advance team, DynCorp has already made housing, travel and attendant arrangements for personnel schedule for the move. Any other vendor would have to begin anew which could delay putting persons "on the ground" in Korea by the required date. Any delay to the schedule service date will directly impact USSOCOM's preparedness for deployment. In addition to the above, DynCorp has established a management and administrative support structure for their team in Korea. Any other contractor would have to duplicate this management and support structure. The Government does not anticipate that the duplicate costs would be recovered through competition. Note 22 applies.
