Description

This procurement is for the acquisition of a commercial item using simplified procedures as allowed in the test program defined in the Federal Acquisition Regulation (FAR) 13.5. As specified in FAR 13.5 ( c ), when acquiring commercial items using the procedures in this part, the requirements of FAR Part 12 apply. Accordingly, this is a combined synopsis/solicitation and notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The proposed purchase order is reserved for small business-small purchase set aside. Women owned businesses are encouraged to submit quotes. This solicitation is issued as a Request For Quote (RFQ), solicitation number F05611-01-Q-6095. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The North American Industrial Classification System number is 532412 (SIC 7353) and the business size standard is $5M. All interested small business sources may identify their product by submitting a complete quote, to include pricing data, an accurate description of the equipment offered, and make and model numbers of the equipment in accordance with the instructions listed below. If no favorable responses are received by the 03 NOV 2000 close-out date, a purchase order will be negotiated with the source named below. The United States Air Force Academy, CO has a requirement to issue a follow-on contract for the twelve month lease of two each 1997 John Deere 410 Loaders/TO 410 EX, all wheel drive extenda hoes w/ auxiliary hydraulics. Subject extenda hoes were previously leased for three years under F05611-98-MR-102 from Colorado Machinery, 1000 E. Cheyenne Road, Colorado Springs, CO 80906 and have accumulated purchase option credit during that period. Line Item 0001: Lease of first extenda hoe for 12 month period w/option to buy; (12) months x $__________; Extended Price $__________. Line Item 0002: Lease of second extenda hoe for 12 month period w/option to buy; (12) x $__________; Extended Price $__________; Total Lease Price $___________; Item 0003: Offered purchase price for first extenda hoe following twelve month lease $___________; Item 0004 Offered purchase price for second extenda hoe following twelve month lease $__________. Delivery is F.O.B. -destination USAF Academy, CO 80840. The clause at 52.212-1 applies to this solicitation; however, no addenda applies to 52.212-1. The provision at 52.212-2 Evaluation -- Commercial Items applies to this acquisition with all offers being evaluated using a Low Price Technically Acceptable (LPTA) process. Technical acceptability of the proposed items offered shall be evaluated on a pass/fail basis to determine if the items offered meet the brand name specifications set forth in this solicitation. If an "or equal" is being offered, the quoter must identify the proposed product by brand-name, model number, model year, and provide sufficient descriptive product literature with the offer to ensure technical capability compliance to CLINs. Offers of technically acceptable items will subsequently be evaluated based on price. Price will be evaluated for fairness, reasonableness, and completeness as it relates to lease price and purchase option price. Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for non-cost factors. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition.
