Description

The VA Healthcare Network Upstate New York (VISN 2) has implemented the High Performance Development Model (HPDM), a conceptual model for creating a learning organization focused on all-employee development. (VISN 2 consists of VA Medical Centers located in Albany, Bath, Syracuse, Canandaigua, Batavia and Buffalo, New York along with more than 25 Community Based Outpatient Clinics (CBOCs) across Upstate New York.) The Network requires the development of a web based software application which will allow employees to perform assessments, identify core competencies, and identify and select related developmental activities and resources from a database Toolbox based on the assessment results. The Toolbox database has already been developed (MS Access), including association and cross referencing of activities and resources with the eight core competencies: Interpersonal Effectiveness, Customer Service, Systems Thinking, Flexibility/Adaptability, Creative Thinking, Organizational Stewardship, Personal Mastery and Technical Competency. This notice replaces the previous solicitation 528-51-99 for a Virtual Career Management Center. Request for Proposal documents will be made available on or about 11/13/00.
