Description
The FBI intends to issue a purchase order under Simplified Acquisition Procedures on a sole source basis for 10(ten) non members ( conference & pre-conference program), 30 (thirty) non members ( conference & pre-conference workshop) and 95(ninety-five) non member ( conference) to attend an open seminar being sponsored by the National Health Care Anti-Fraud Association, 1255 Twenty-Third Street N.W. Washington, DC 20037-1174 during the week of 11/15 thru 11/18/00 in Dallas, Texas. This conference is the only seminar in the United States where private health insurers, state, and federal law enforcement officers can meet jointly for proactive stances in the fight against Health Care Fraud (HCF) and provide an information- sharing network. This seminar is open to all private health insurers and investigators and will cover topics such as: a). Fraud Schemes & Indicators -- nursing home/long -- term care fraud, diagnostic testing fraud, hospital fraud, medical transportation fraud, etc b). Investigative Techniques -- financial analysis and its role in health care fraud investigations, diagnostic testing fraud: case investigation, data mining for health care fraud, fraud in pain management: Case Investigation, etc c). Legal Aspects -- integrating offensive and defensive anti-fraud strategies, prosecutorial decision-making in health care fraud cases, countering common defense strategies, etc d). Special Investigation Unit Management -- case development 101, fraud awareness for internal audiences, measuring anti-fraud success, filing and maintaining fraud plans etc. This is a commercial acquisition. This notice of intent is not a request for competitive proposals. This will be a firm-fixed price contract with a base year plus four option years. The Government is currently operating pursuant to a continuing resolution. Future obligation authority is contingent upon availability of appropriations. A determination by the Government not to compete this proposed order is based upon responses to this notice and is solely within the discretion of the Government.
