- Develop and Deliver a Training Program: Introduction to Transportation/Air Quality Conformity Agency: National Transit Institute Rutgers, The State University of New Jersey University Procurement & Contracting 56 Bevier Road Piscataway, NJ 08854-8010 ATTN: FP005 Gail Schmidt, Senior Buyer Phone: (732)445-2142 Fax: (732)445-4712 E-Mail: gschmidt@rci.rutgers.edu Date for receipt of proposals: December 1, 2000 Proposals are requested to develop and deliver a training course on the subject of Transportation/Air Quality Conformity, consisting of twenty (20) hours of actual instruction. This course will present basic information about conformity requirements and the relationship of the transportation and air quality planning processes in order to prepare agency staff (federal, state and local) to participate in interagency consultation and work effectively in resolving conformity issues. This 3-day course provides an introduction to the transportation/air quality conformity process for employees of transportation and air quality agencies, especially new employees and existing employees who are not familiar with the goals of transportation/air quality conformity or the constituent elements of the overall process. The course does not cover the technical skills needed to conduct regional emissions analysis. Rather, it provides an overview of the analytical process, types of data needed, and the importance of updating and reaching agreement on key planning assumptions in the conformity process. The contract will require the development of a participant manual, instructor's guide and presentation aids for the delivery of each multi-day course offering up to forty (40) times during the five-year contract period. NTI will require proposers to have experience in conducting conformity analysis for transportation plans and programs as well as experience in developing and delivering related training courses for professionals.
