Description
This requirement is limited to firms certified for the 8(a) program administered by the Small Business Administration. The National Guard Bureau (NGB) requires oversight, management, and coordination of the Recruiting and Retention Programs in support of Army National Guard (ARNG) and Air National Guard (ANG) as well as support for National Guard Bureau's Public Affairs (NGB-PA) and Family Programs (NGB-FP). Projects include, but are not limited to: development and production of curriculums, related training programs, and multimedia materials addressed to various target markets (both internal and external to NGB); packaging and distribution of materials; tracking of distribution and specific program implementation; development for existing programs and those that may be required in the future. The significant, non-cost evaluation factors for a best value award will be: Situation Analysis/Program Execution, Technical Expertise, Soundness of Approach, Demonstrated Corporate Capability and Past Performance, with the technical factors being significantly more important than past performance. Oral presentations will be required in addition to a written response to the solicitation. A detailed description of the factors will be provided in the solicitation. Cost/Price will be evaluated for completeness and reasonableness but will not be rated/scored. Cost/Price is considered to be significantly less important than the technical and past performance factors. The resulting contract will be a single Indefinite Delivery, Indefinite Quantity (IDIQ) fixed price contract, with a one-year base period and four one-year option periods The estimated maximum value over the life of the contract is $25MIL It is anticipated the solicitation and any amendments will be issued on or about 13 Nov 00 in electronic format, with firms being responsible for ensuring receipt.
