- Description
- The National Guard Bureau (NGB) requires media advertising services in support of Army National Guard (ARNG) and Air National Guard (ANG) recruiting and retention, National Guard Bureau's Public Affairs (NGB-PA) and Family Programs (NGB-FP). The NGB State Media Programs include broad requirements for creation, planning, preparation, and execution of advertising support. The successful offeror shall provide the necessary oversight of the national and local state media advertising program along with individual projects to include, but not limited to: planning, buying, and placement of local and national print media including classified advertising; planning, buying and placing theatre advertising (both motion and still); planning, buying, and placing of locally relevant Internet advertising (such as banner ads, or tiles on a state university's web site); planning, buying, placing out-of-home/transit/outdoor advertising; and planning, buying and placing other possibly emerging media that may be required to meet NGB needs. The significant, non-cost evaluation factors for a best value award will be: Situation Analysis/Program Execution, Technical Expertise, Soundness of Approach, Demonstrated Corporate Capability and Past Performance, with the technical factors being significantly more important than past performance. Oral presentations will be required in addition to a written response to the solicitation. A detailed description of the factors will be provided in the solicitation. Cost/Price will be evaluated for completeness and reasonableness but will not be rated/scored. Cost/Price is considered to be significantly less important than the technical and past performance factors. The resulting contract will be a single Indefinite Delivery, Indefinite Quantity (IDIQ) fixed price contract, with a one-year base period and four one-year option periods The estimated maximum value over the life of the contract is $50MIL. It is anticipated the solicitation and any amendments will be issued on or about 13 Nov 00 in electronic format, with firms being responsible for ensuring receipt. This solicitation is unrestricted; open to both large and small business firms. The North American Industry Classification System (NAICS) for this requirement is 541810 and the size standard is $5MIL.
