Description
Presolicitation Notice for the A-76 acquisition of support services at the Fort Carson Directorate of Plans, Training and Mobilization (DPTM). NAICS code 56199. This effort is to provide support services for the Installation at Fort Carson, Colorado. The major functional areas are: Training; Operations; Mobilization; Range Control; Reserve Component Support; Force Integration and Modernization; Plans and Major Exercise Support; Education Services; Individual Military Training Support; Ceremony Support; Tasking; Training Support; and Visual Information. The services are currently being performed by government employees. The requirement will be competed following the guidelines of the Office of Management and Budget Circular A-76, Performance of Commercial Activities. A copy of the draft DPTM PWS (Performance Work Statement) is available for viewing and downloading 27 Oct 00 at the web link provided below. The draft PWS is dominantly performance based. Industry comments on this draft PWS are highly encouraged. Receipt of industry comment and questions is requested by 27 Nov 00 in order to address comments and questions at an Acquisition Review Conference. Questions and comments may be sent to the e-mail address provided below or to fax (719) 526-4490. An Acquisition Review Conference with industry concerning the draft PWS, for the purpose of facilitating open communications and partnering, is planned for 13 December 00 at Ft. Carson. Additional conferences are planned for 2001. Individuals interested in attending this initial conference are asked to confirm their attendance interest by 18 Nov 00 to the below cited e-mail address. Such confirmation should include the names, phone numbers and e-mail addresses of those planning to attend. Attendance is limited to no more than three individuals from each firm. Individuals expressing interest in attending the conference will be notified of the exact time and location of this conference. A second draft PWS with sections L and M is scheduled to be released on or about 20 Jan 01. At that time, in accordance with FAR 15.202 Advisory multi-step process, potential offerors will be invited to submit information that allows the Government to advise the offerors about their potential to be viable competitors. Presently, a set-aside determination regarding this requirement has not been made. Large businesses are encouraged to comment on the draft PWS and to attend the Acquisition Review Conference.
