- G: Social Services -- Potential Sources Sought District of Columbia Child and Family Services Agency 400 Sixth Street, Suite 5005 Washington D.C. 20024 SOURCES SOUGHT FOR ADMINISTRATION OF INVESTMENT FUNDS PROGRAMS TO SUPPORT ADOPTIONS -- (#CSFA01-R-0005EK). The District of Columbia Child and Family Services Agency (CFSA) is currently pursuing options to procure a non-personal services contract to secure a financial organization/institution to implement and administer two separate and distinct funding programs. These programs will be designed to (1) distribute funding supporting the adoption process of sibling groups and other hard to place children of the District of Columbia and (2) administer a scholarship program for adopted children of the District of Columbia. The initial period of performance for each program will be through the 2000-2001 fiscal year with funding potential being appropriated annually there after for an undetermined period of years. The contract will be a firm fixed price with added incentives directly related to funds investment profitability. It is anticipated that the funding for program (1) would provide support for approximately 1000 children while program (2) would administer scholarship funds over an extended number of years directly supporting the needs of special needs children adopted subsequent to October 1, 2000. Parties interested in responding to this sources sought announcement should provide CFSA with a letter of introduction, three references for relevant past performance information, and a brief summary of how the representative financial institution/organization would be prepared to implement such programs.
