Description
Notice of Contract Action (NOCA). This Commerce Business Daily (CBD) announcement constitutes a Notice of Contract Action (NOCA) of a proposed acquisition of software maintenance support for the Tactical Network Analysis and Planning System Plus (TNAPS+) Software. ESC is proposing to award a contract during December 2000 to Logicon, a Northrop Grumman Company, Space and Communications Systems Division, located in Winter Park, Florida, to acquire these services. The planned contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". TNAPS+ is a Windows-based system, implemented on a personal computer platform, used for the rapid planning and control of major deployed communications networks. The TNAPS+ software plans networks including circuit switches, message switches, data, and transmission networks. The system also assists in the development of specific equipment parameters to support these networks. The users can then use TNAPS+ to monitor, control, and reconfigure the networks for the changing battlefield conditions. TNAPS+ can plan networks including state-of-the-art commercial and TRI-TAC equipment, and has been distributed worldwide to over 300 users. Electronic Systems Center (ESC) seeks to acquire an extended maintenance/support agreement for all fielded TNAPS+ software. The support agreement shall provide for one-year of maintenance support and four (4) one (1)-year (priced) options for continued support. Each year's support shall include the following: a) maintenance/patch upgrades; b) telephone help desk; c) additional refresher and familiarization training at operational unit locations for a three to five day period three to four times a year; and d) maintenance of a database of software problem reports. The items and services are to be acquired and priced under one contract. Other firms interested in providing these services must respond to this announcement. They must also provide sufficient documentation to demonstrate that they can provide all required maintenance support, as detailed in this announcement, to ESC/DIGK, Bldg 1612, 5 Eglin Street, Hanscom AFB, 01731-2100, Attn: Cathy Mirra or by fax to (781) 377-5650. Supporting documentation may include, but is not limited to, company qualifications, equipment specification sheets, catalogs, and sample service agreements. Responses must be received no later than close of business on 21 Nov 00. Responses must include the company name; address; DUNS number; CAGE code; Tax Identification Number; size of business (i.e., large business, small business, small disadvantaged business, 8(a) concern, women-owned business, very small business, HUBZone small business, or veteran-owned small business); whether U.S. or foreign owned entity; and a point of contact for their response. This notice does not constitute a Request for Proposal, it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment on the part of the Government. An Acquisition Ombudsman, Colonel Joseph Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, disagreements and recommendations and communicate these to the appropriate government personnel. The Ombudsman does not diminish the authority of the program director or the contracting officer. The Ombudsman will maintain strict confidentiality if desired.
