- Description
- The U.S. Environmental Protection Agency is seeking a contractor to provide technical support in the areas of chemistry, Economics, Engineering, and Exposure Assessments. EPA's Office of Pollution Prevention and Toxics (OPPT) implements five laws: the Toxic Substances Control Act (TSCA), the Emergency Preparedness and Community Right-to-Know Act (EPCRA), the Pollution Prevention Act (PPA), the Asbestos in Schools Hazard Abatement Act (ASHAA), and the Asbestos Hazard Emergency Response Act (AHERA). Under TSCA Section 5, OPPT evaluates the potential risks of new chemical substances, including microorganisms. Under Sections 4,6, and 7, existing chemicals are evaluated for risks and for the need to develop data bearing on such risks. Section 8 also covers the inventory of chemicals in commerce in the United States. Under EPCRA, EPA implements four programs related to emergency planning and response, accident notification, chemicals stored at facilities, and the Toxics Release Inventory (TRI). OPPT provides technical support to the Office of Solid Waste and Emergency Response (OSWER) for the first three programs in the areas of chemistry, engineering, economics, exposure assessment, and risk assessment. OPPT also provides technical support of EPCRA Section 313, the TRI Program, which is managed by the Office of Environmental Information. All four programs involve rulemaking. OPPT manages several programs to promote pollution prevention and the adoption of cleaner technologies and safer chemicals. The Design for Environment Program (DfE) involves forming voluntary partnerships with selected industry sectors to identify and evaluate safer chemicals and cleaner technologies and processes, and assisting industry members to develop and implement environmental management systems. This program relies on outreach activities and disseminating information to industry participants, Federal government laboratories, state and local governments, and EPA regions to fulfill its mission. The contractor will support the Agency's effort to gather scientific data by evaluating selected individual chemicals or groups of chemicals. They will attend EPA sponsored public committee meetings to provide technical information on various issues as they arise with respect to individual chemicals or groups of chemicals. The contractor will analyze chemical data using such standard statistical and economic tools as linear regression and correlation. Using the information gathered, the contractor shall assist the Agency in making sound regulatory decisions by describing the economic and policy implications for OPPT's program. In addition, they shall support the Agency's policy for public outreach and provide support for the Agency's regulatory and voluntary programs. To perform work under this contract, the contractor will require access to TSCA Confidential Business Information (CBI) and may require access to FIFRA CBI. The contractor must be cleared for access to TSCA CBI and on an as needed basis, cleared for FIFRA CBI. The contractor shall supply the necessary labor, materials, equipment, services, and facilities (except as otherwise specified) required for the performance of each work assignment. The anticipated contract type is cost plus fixed fee with an anticipated period of performance of a one year base period, plus four one year options. The NAICS code for this requirement is 541690.
