Description

The Naval Surface Warfare Center, Dahlgren Division, intends to procure, on a sole-source basis, two small, battery-powered, prototype Chemical Warfare (CW) agent detectors from Sensor Research Development Corporation (SRDC), 5 Godfrey Drive, Orono, ME 04473. These detectors will be based on a new/novel sensor technology utilizing, principally, Surface Acoustic Waves (SAW) and Semi-conducting Metal Oxide (SMO) coatings on unique and tested platforms. The prototype devices will be tested with both simulants and actual chemical agents. Initial training and operation documentation will also be procured. The research of CW agent detectors, that detect low concentrations of chemical threat agents, has been underway for 3 years. The previous basic research was provided through grants to the University of Maine, based on their responses to Broad Agency Announcements. The prior grants focused on the chemistry and physics of SAWs and SMOs, with the University performing the basic research in a special facility and all simulant and live agent testing done by SRDC, as a subcontractor to the University. Only SRDC, through performance of the prior subcontracted effort, has the requisite knowledge, unique state of the art facilities, and expertise required to successfully complete the prototype hardware development so as not to jeopardize the program. FOB Destination Delivery to the Naval Surface Warfare Center, Dahlgren, VA is required by 1 May 2002. CBD Note 22 applies.
