DELAY IN IMPLEMENTATION OF CHANGES IMPACTING DATA CAPTURED BY THE AUTOMATED BEST VALUE SYSTEM (ABVS)

- As posted to the CBD NET on September 29, 2000, DLA recently announced that changes would be made to the Automated Best Value System (ABVS)in October 2000 so that ABVS would measure, as part of past performance, contractor caused delinquencies and certain cancellations for unilateral purchase orders. Due to systems problems unrelated to ABVS we have been unable to implement these changes. Therefore, as in the past,ABVS does not capture contractor caused delays when the delivery schedule is extended. Also,the contractor caused cancellations on unilateral purchase orders are not being captured in ABVS. DLA anticipates problems will be resolved in the near future. We will provide an update regarding implementation when the system problems are resolved. Please contact the appropriate ABVS administrator if you require assistance.
