Description: THIS NOTICE IS NOT INTENDED TO SOLICIT INTEREST FROM NEW CONTRACTORS FOR THIS RFP, BUT TO NOTIFY POTENTIAL SUBCONTRACTORS OF THE PRIME CONTRACTORS SELECTED TO PARTICIPATE IN THE SECOND PHASE OF THIS TWO-PHASE DESIGN BUILD PROJECT. Phase One has concluded and offerors have been selected to proceed to Phase Two. Phase Two documents will be issued on or about 3 Nov 00. Phase Two proposals will be due on or about 15 Dec 00. Paper copies of this solicitation will not be available. This solicitation will be issued in electronic format only and will also be available on or about 11/03/00 on the internet at: http://ebs.sas.usace.army.mil. Amendments to this solicitation will be posted on the internet at the above address unless the total amended compressed files are greater than 5 MBYTES, in which case a new CD ROM disk will be issued. For amendments that are only posted on the internet, SF 30, Amendment of Solicitation/Modification of Contract, and a list of revised specifications and drawings will be mailed to each bidder. This solicitation is for the design, permitting, site preparation and construction of a new media production complex, which will include print, audio, and video media and radio operations. This project will include print, audio and video media development and production operations, intrusion detection systems for vaults, fire protection and detection systems, information systems, organizational equipment and privately owned vehicle parking, sidewalks, fire protection, storm drainage, security fencing, landscaping, utilities, and other site improvements. Access for physically disabled will be required. Heating and air conditioning will be provided by self-contained units. The scope of the primary facility is approximately a 4,500 SM complex with EMCS connections, asphalt hard-stand, concrete hard-stand, and building information systems. This project shall be designed by registered architects and engineers employed by or subcontracted by the successful contractor. COST RANGE: $5,000,000 to $10,000,000. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, offers the "Best Value" to the Government, price and technical factors considered.
