Description
Notice of intent to negotiate a sole source contract with Patience Browne for the National Marine Mammal Laboratory (NMML). Purpose of contract is to conduct research on Steller sea lions, a species listed as threatened (eastern stock) and endangered (western stock) under the U.S. Endangered Species Act. NMFS developed a Recovery Plan when the species originally listed as threatened/endangered. One of the recommendations was that the Recovery Team would consult experts with knowledge of seal and sea lion physical condition, including blood values, in order to gain as broad an understanding of the problem as possible. Ms. Patience Browne participated in previous Steller sea lion studies and possesses extensive experience with marine mammals on both the west coast and Alaska. Ms. Browne has also completed numerous papers which have been published in scientific journals. Sources with similar qualifications and experience in analyzing Steller sea lion and northern fur seal blood to interpret values obtained may submit such to Randall Brown at (206) 526-6226 or fax (206) 526-6025. Responses to this notice may or may not result in public solicitation. This is a simplified acquisition with an estimated value of less than $100,000.
