Description
The Maintenance Support Device (MSD), like its predecessors (the Contact Test Set (CTS) and Soldier's Portable On-system Repair Tool (SPORT)) will be a man-portable knowledge-based test system used at all levels of maintenance as an augmentation to weapon systems' Built-In-Test/Built-In-Test-Equipment (BIT/BITE) in the identification of failed Line Replaceable Units (LRUs) in air, ground, and tactical systems. It will also operate as a delivery device for interactive electronic technical manuals (IETMs). The MSD, as a third-generation tester, will capture state-of-the-art technological advances in capability, performance, ergonomics, compactness, etc. It will also be used to replace on-system testers which have become mission incapable, and cannot be repaired due to obsolescence of repair/replacement parts. A five-year indefinite quantity contract for up to 11,695 each MSDs, peripheral hardware (i.e., Personal Computer (PC) Cards and associated cables, special purpose cables, and other items required to support maintenance and testing of aviation, missile, and ground systems), and engineering services is anticipated. The proposed acquisition will be issued utilizing full and open competitive, informal source selection procedures. The estimated contract award date is 06/01/2001. This acquisition will be conducted "paperless" to the greatest extent practical. The request for proposal (RFP) will be available on the Internet at the following address: https://wwwproc.redstone.army.mil/acquisition. After reaching this site, select "Contracting Information System" from the menu. Follow the instructions to obtain access to the solicitation and attachments/ exhibits. A Technical Data Package (TDP) for the Internal Combustion Engine Test Adapter Kit will be available on Compact Disk, which shall be provided to potential offerors upon request. An IBM-compatible PC with a CD-ROM drive running Windows 95, NT, or higher is required. Software is required to read a .txt file or Microsoft Word 97 which will provide the ability to read the readme.txt or readme.doc files for further instructions.
