Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for six sets of L-880B (Precision Approach Patch Indicator (PAPI) lights, current driven), 4ea/3 lamp PAPI housing (without tilt switch). The PAPI lights must have dust tight fiberglass housing with a chassis made out of anodized aluminum or stainless steel, all connectors for connection to existing L-830 isolation transformers, 3 ea 200 watt/6.6a prefocused halogen lamps per box. The PAPI lights should be highly directional with Outer Glide Slope (OGS) cueing a function of the apparent change in PAPI light color. Each of the PAPI light units should have the capability to be set at different angles such as 23, 23, 19,and 17 degrees. All mounting hardware from frangible coupling up is to be included. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Airport Lighting Systems in Overlandpark, Kansas. This requirement is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. IDMAN Airport Lighting Products, holds a patent on the L-880B light system fiberglass box and Airport Systems International, Inc. has the sole marketing and manufacturing rights to all IDMAN Airport Lighting Products. The PAPI boxes are required to be the same configuration as those already installed at the White Sands Space Harbor. The existing L-830 isolation transformers will remain in use and therefore the new units must be totally compatible with the existing system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 9, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
