Description
The Bureau of Reclamation, Pacific Northwest Regional Office has a requirement to provide janitorial maintenance services for the Grand Coulee Power Office and adjacent facilities, Grand Coulee WA. The facilities include but are not limited to office buildings and space; tourist facilities; control bays; service bays; powerplants; pump generator plant; switchyards; and elevator towers. This facility has approximately 1.2 million square foot of space. The facility has a variety of issues which impact the janitorial requirement. Some janitorial services are performed around extremely sensitive equipment (switchgear and controls). Carelessness around this equipment could cause power failures through-out the region. The site is a major tourist attraction and is exposed to a great deal of public scrutiny. The janitorial requirements have high standards due to the public scrutiny. We have approximately 246,771 feet of terrazzo flooring that must be maintained in top condition. These floors must be stripped, buffed and refinished. There are areas that must be kept dust free to ensure the equipment runs smoothly. Safety issues are paramount in the machine shop. Though the services required are commercial type services they are not considered ordinary or run of the mill. Offerors are strongly encouraged to visit the site and acquaint themselves with the issues which impact this requirement. Services will include but are not limited to dusting, sweeping, stripping and refinishing floors, machine scrubbing floors, vacuuming, snow removal, cleaning restrooms, and wiping down and cleaning a variety of surfaces. The contractor will be responsible for supplying all equipment, materials, and supplies to accomplish the required tasks. Reclamation intends to award one fixed-price contract with a base year plus four possible option years. The solicitation will be issued as a Request for Proposals and will be a best value negotiated award. At this time we intend to evaluate past performance, experience, equipment, price, and other criteria if determined necessary in the solicitation. The solicitation will be issued as a performance based commercial service. These services will be purchased in accordance with FAR Part 12, Commercial items. We expect the contract services to begin approximately January 1, 2001. We anticipate having a solicitation available by November 6, 2000 and offers due December 6, 2000. The solicitation will be issued on CD-ROM.. The first CD is free of charge to interested parties and additional copies of the CD will be available for a non-refundable fee of $25. This requirement is 100% set-aside for HUBZone small businesses and the applicable North American Industry Classification System (NAICS) Code is 56172. The small business size standard is $12 million. All companies requesting this solicitation must be certified as HUBZone businesses by the Small Business Administration. See Numbered Note 27.
