Description
Background "OPERATION/MAINTENANCE OF FOREIGN SCIENCE LIBRARY. The National Air Intelligence Center (NAIC) is contemplating a five year, single award contract for the operation and maintenance of the Foreign Science Library (FSL). The Foreign Science Library has a collection of over 117,000 volumes of monographs and reference works and approximately 6500 titles of journals and newspapers, which occupy approximately 14,000 linear feet of shelf space. It is contemplated the FSL will be housed in a government facility on Wright-Patterson Air Force Base. The majority of the collection is in foreign languages and consists primarily of information on the subjects of science and technology, medicine, and military systems and forces. Also included are reference materials catalogues, and product brochures. This contract will also require the acquisition of foreign publications and multimedia in accordance with the Government's stated requirements, forwarding selected publications to various agencies for data base input processing, providing document and information acquisition services to NAIC, document delivery and interlibrary loans, library collection management, inventory control, and other services, and conducting specialized information research and limited translation activities. Potential sources must provide in their response to this announcement the following information: (1) evidence of experience in library collection maintenance, (2) evidence of experience in foreign information acquisition, (3) evidence of previous work with library automation systems, commercial and government information databases, and the internet, and (4) provide evidence of the ability to perform 51% of all work to be levied by the contract. All responses will be evaluated against the criteria listed in this announcement. Limit responses to 10 pages or less. Foreign participation on this contract is not authorized. Sources are requested to submit their responses within 30 days after publication of this announcement. All respondents shall indicate whether they are large or small business in relation to North American Industry Classification System Code 514120, size standard $5M. The government reserves the option to set the acquisition aside for small business. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors, when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
