- Description
- DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR supart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and written solicitation will not be issued. Solicitation No. 01SQ1U0001 is issued as a Request for Quotes (RFQ)and incorporated provisions and clauses in effect through Federal Acquisition Circular 97-20. The size standard is 750 employees and the standard industrial classification is 3669. The Bureau of Reclamation is seeking to provide telephone and voice mail services to the Ephrata Field Office (EFO), located at 32 C Street, Ephrata, WA 98823. The physical description of this facility includes a main building with three stories, a basement and two outlying buildings. The two outlying buildings, located about one mile away, are radio linked to the main building Ethernet LAN. The main building houses a telephone system (currently AT&T System 25 with an AUDIX voice service) and several file servers located in the basement equipment room. The voice and data wiring throughout the buildings conform to CAT-5 standard. The file servers, the phone system and all main building offices are interconnected using patch panel (LAN) and punch down block (phone system) connections. All the phones and workstations are connected to the phone system and file servers, respectively, using patch cords with RJ-45 connectors. The DEMARC for telephone company lines are also located in the equipment room. The proposed phone system shall use Voice Over IP (VoIP) technology that is equal to or better than a 3-Com NBX-100 with 70 VoIP compatible station handsets and at least 7 analog lines (fax machine compatible). The phone equipment shall be installable using the existing Category 4 and 5 house wiring and must interface with the incoming T-1 trunk line from local telephone company's central office. Optionally, PC workstations can replace the station handsets. The proposed system must be capable of interfacing with an existing (Toshiba) phone system located in the Yakima Office (UCAO), and must be expandable to 200 stations. The proposed system shall be turn-key meaning that all equipment, installation, maintenance, and user training shall be provided by a single source. Evaluation will include verification that the offer meets the technical specification, past performance,references, price and price-related factors. Bidders are to include a completed copy at the provision at 52.212-3, Offeror Representations and Certification-Commercial Items (OCT 00) with RFQ. Offerors may request a copy of this clause to be faxed to them. The closing time and date for receipt of proposals is 12 noon, Nov 8, 2000 local time.
