- Solicitation number PR-CI-00-11368, as previously posted in CBDNet on September 26, 2000 [Printed Issue Dated September 28, 2000], and previously amended in CBDNet on October 11, 2000 [Printed Issue Dated October 16, 2000] and on CBDNet on October 17, 2000] [Printed Issue Date: October 19, 2000] for procurement of a scotch marine type firetube package boiler, is further amended to add the following question and answer section: 1. The maximum dimensions and weight seem restrictive on a boiler of this size. Will EPA consider accepting a larger, heavier unit? A: See amended RFP at http://www.epa.gov/oamcinc1/0011368/coverpg.htm dated 10/12/00 for weight/size limitations. 2. Is compressed air available for fuel oil atomization in the burner? A: Yes. 3. The solicitation calls for "provision of all hardware, plumbing, and electrical connections." The typical off-the-shelf boiler will have provisions for the connection of electrical, water, fuels, steam, and condensate. Is it the intent of this statement to imply that the contractor will make these connections as part of installation? A: Yes. 4. On the same subject, will the fuel (natural gas and No. 2 through 6 fuel oil) delivery system including fuel pumps, tanks, filters, pressure regulators, heaters, etc. be installed by EPA in the new building prior to the boiler installation? The current facility uses a water-cooled condenser to process the steam and return the condensate. Will this be installed prior to the boiler? The solicitation does not include any details describing these components. A: Fuel supplies will be available at the wall of the new building as in the current facility. The contractor is required to provide the hardware and to make the connections. The contractor should include provision for a new condenser system including installation. 5. Are there any interlocks that need to be integrated into the boiler control system? A: Safety interlocks are needed to insure shut down in the event of failures including the Air Pollution Control System. 6. Is EPA providing the condenser, traps, and condensate pumps required to load the boiler? If not, is the contractor responsible for this hardware? If EPA provides these, is the connection of these components to the system anticipated as part of boiler installation? A: The contractor is responsible for the hardware and the connections. 7. Item 21 in the specification calls for independent control of air and fuel flows. The standard approach for U.L. listed boiler packages include a single servo motor controlling fuel and air by interconnecting linkage just as in the present facility. Also, as in the present facility, this linkage is adjustable to provide ratio control, thereby providing some level of independent adjustability. Is this acceptable? Using separate servos for each function will cause the unit to lose its U.L. listing, so we recommend accepting the standard offering. A: Yes, the standard is acceptable. 8. Item 7 in the specification refers to a pump control. What is the purpose of the pump mentioned in this item? A: Water/condensate pump. 9. Item 13 asks for 2 inch tubes. Are 2 inch tubes acceptable? A: Yes, the specification is revised to indicate: Heavy Gauge firetubes -- 2" minimum. 10. Item 23 asks for factory testing results. Is this required for No. 6 fuel oil. A: No. Item 23 is revised to indicate that factory test results are not required for No. 6 fuel oil. 11. Item 26 requests low-NOx. Our unit meets the requirement with natural gas, but we believe no unit this small is made to meet 30 ppm max. using No. 2 through No. 6 fuel oils. Is this acceptable? See amended RFP at http://www.epa.gov/oamcinc1/0011368/coverpg.htm dated 10/12/00 which indicates that the low-NOx standard applies only when combusting natural gas.
