Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with MCT Industries, Inc., for the acquisition of twenty-four (24) engine transportation trailers, P/N 1480AS100-1. The item is a modified Commercial-Off-The-Shelf (COTS) used in support of transporting large jet engines for the V-22 program. The Engine transportation trailer is a four-wheel steerable trailer designed for the transporting of large jet engines and airframe sections weighing up to 10,000 pounds. Two aluminum rails are bolted directly to the front and rear axle assemblies which support the load. Male and female couplers are provided for connecting the trailer to a test stand, trailer or other loading device. A pintle hook located on the rear axle provides a means for connecting other equipment to the trailer. The towbar is telescopic in construction and may be extended for transporting unusually long loads. An angle bracket and hook are mounted on the right-hand rail for towbar storage. Pneumatic tires protect the load from shocks and prevent damage to fields and runways. A brake and pedal assembly is mounted at each of the rear wheels. The rear wheel brakes are employed mainly for parking and maneuvering the trailer. The Government does not own the rights to the Engine transportation trailers P/N 1480AS100-1. NAWCADLKE intends to procure this service under the authority of 10 U.S.C 2304 (1) as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open their requirement to competition is based upon the responses to this notice is solely within the discretion of the Government.
