Description
Sources are being sought to provide training support to the United States Air Force Test Pilot School (USAFTPS), located at Edwards AFB CA. The training support includes: In-flight curriculum training using a contractor provided jet trainer aircraft, classroom training, tests, and other flight operations; design and installation of temporary or permanent aircraft modifications; provide qualified pilots for training staff instructors and pilot checkout. The anticipated performance period is 1 Apr 2001 through 30 Sep 2002 with three (3) one (1) year options. The anticipated type of contract is Firm-Fixed-Price. It should be noted that the anticipated contractor will be required to have a minimum of $1,000,000 in insurance and required to sign a _Hold Harmless Agreement_. The North American Industry Classification System code is 488190 and the small business size standard is $5,000,000. The Government intends to acquire the aforementioned services on a non-competitive basis with only one firm. The following criteria will be used to evaluate responses to this notice in order to determine whether or not to openly compete this requirement: (1) Experience operating and flying jet trainer type aircraft; (2) experience modifying jet trainer aircraft; (3) type, performance and cost of jet trainer aircraft offered; (4) a minimum of 5 years experience operating jet aircraft of the same or similar type; (5) a facility to perform specialized engineering support for the aircraft modifications; and (6) a prequalification, on-site facility inspection to include aircraft maintenance records, repair history, and training capabilities. Responses shall be limited to 15 pages and should include documentation relating to the above items, 1 through 6, and the size of the firm (i.e. large business, small business, small disadvantaged business, woman owned or veteran owned business) and whether or not these services are provided commercially to non-Government agencies. This is not a request for proposals. This notice is for planning purposes only. This notice is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this notice. Responses to this notice are due by 9 Nov 00.
