- Description
- The 12th Contracting Squadron at Randolph AFB, TX, intends to award a firm fixed-price Purchase Order pursuant to FAR 13.302-1 for deliverables and training required to implement a _drug free _ youth basketball program. This is a combined synopsis/solicitation for a commercial requirement prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ), Solicitation No. F7HQFR02310200. All responsible interested sources shall submit their quotes by the deadline of 4:00 PM Central Time, 25 Oct 00. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 97-20. This acquisition is 100% set aside for small business concerns, utilizing the Size Standard in FAR Part 19 under North American Industry Classification System (NAICS) code 61162 (SIC 7999), and the Business Size Standard is $5.0 million. The contractor shall furnish all labor, personnel, equipment, supervision and other equipment necessary to perform and complete the following requirement: SPECIFICS OF SERVICE: (a) Provide deliverables and training requisite to implementing sixty-nine (69) youth basketball programs that incorporate a _drug-free_ message to coaches, parents, and players at all Air Forces bases (AETC bases exempted) from date of award to 30 Sep 01. (b) Contractor must develop, design, print, and provide two manuals for the coaches. The first manual, a _drug-free_ publication, will provide coaches with specific questions and answers concerning drug usage that will assist them when speaking to their players about different issues. The second type manual will be a Coaches Operations Manual that will provide coaches with information on the goals of the league, rules of play, training requirements of the coaches, and how the league is operated. Each base will receive 30 copies of each of these manuals, or a total of 4140 copies to be produced and distributed by the contractor. One of each of these manuals will be provided at the training session on 28 Nov 00 in Orlando, FL (See paragraph _h_ below) with the balance to be provided according to the requirement of the program contact at each base. Each base will receive one 3_ X 6_ _drug-free_ program banner (69 banners total) and ten four-color posters (24_ X 36_) to help promote the program (690 posters total) all of which must be delivered NLT 10 Jan 01. The Air Force Services Agency Family Member Support Programs (HQ AFSVA/SVPAC) will provide the _Operation Night Hoops_ logo with selected colors, which will be used on all materials. HQ AFSVA/SVPAC will have final approval of manuals and all materials before production and/or publication. (c) Contractor must develop, design, print, bound, and provide an administrative Operational Manual to assist individual base program leaders with implementing and continuing the programming of the _drug-free_ program. Each base will receive two (2) manuals/138 manuals total. One each of these manuals will be provided at the training session on 28 Nov 00 in Orlando, FL (See paragraph _h_ below) with remainder to be distributed NLT 1 Jan 01. HQ AFSVA/SVPAC will have final approval of this manual prior to publication. (d) Contractor will provide a disk per base, NLT 10 Jan 01, (69 total disks) with the photo-ready slick of the program logo that can be used for basketball jerseys and for other local promotional use. HQ AFSVA/SVPAC will provide the official camera-ready program logo to the contractor. (e) Pre- and Post-Program Surveys will be developed to determine the level of knowledge concerning drug usage of youth participants in the program. HQ AFSVA/SVPAC will have final approval of the surveys prior to publication. Contractor will provide one master copy of each of these surveys to each base for pre- and post-program usage at the training in Orlando, FL on 28 Nov 00. Contractor will collect and tally the results from these surveys which will then be forwarded to HQ USAF/ILVY and HQ AFSVA/SVPAC NLT 30 Sep 01. (f) Contractor will work with various Air Force agencies, including SV, SG, DP, and SF to develop a measurement tool such as a questionnaire to determine the impact of the program on youth-related incidences (i.e. drug-usage, gang involvement, and family conflict). Contractor will provide one master copy of this questionnaire to each base at the training in Orlando, FL on 28 Nov 00. Contractor will collect and tally the results from these surveys which will then be forwarded to HQ USAF/ILVY and HQ AFSVA/SVPAC NLT 30 Sep 01. (g) Contractor will develop an evaluation form for bases to provide the contractor with information that will be consolidated for an after-action report. This statistical data will contain information such as participation numbers, details of program, effectiveness of program, and youth evaluation from each base upon completion of the program. The contractor will consolidate information from the Pre- and Post-Surveys and the questionnaires to provide a final analysis of the program. This after-action report is due NLT 30 Sep 01 to HQ USAF/ILVY and HQ AFSVA/SVPAC. (h) Contractor will travel to one Air Force Family Member Support Flight meeting in Orlando, FL, 28 Nov 00, to provide one 8-hour training session to 69 coaches and/or program administrators about the specific requirements involved in the program. This training will also include information on how to use the approved _drug-free_ publication with players on a weekly basis. HQ AFSVA/SVPAC will have final approval of the all training content and specific requirements of the program. The government will be responsible for recruiting volunteers to participate in the training as coaches and program administrators. The government will provide a training area/conference room for all attendees for this training. The contractor will coordinate logistical requirements with HQ AFSVA/SVPAC, San Antonio, TX, (210) 652-4045, POC Bridget Kieschnick, to determine the training schedule. (i) Contractor will bring all supplies and equipment necessary to conduct the training and program implementation process on 28 Nov 00, Orlando, FL. Contractor is also responsible for mailing any and all materials to participating bases (i.e. slides, handouts, and disks). Travel itinerary will be coordinated with HQ AFSVA/SVPAC. All expenses will be the responsibility of the contractor (i.e. airfare, hotel accommodations, rental car, meals). PROFESSIONAL REQUIREMENTS OF CONTRACTOR: (a) Has conducted or supervised a _Drug Prevention_ basketball program/league for at least 5 years. (b) Has previous experience working within the constraints of a military setting. (c) Has ability to communicate effectively with military personnel, parents, and youths.
