Description
The Department of Energy (DOE) plans to contract by means other than full and open competition with the Center for Strategic and International Studies (CSIS). This sole source acquisition is to assist the Department to develop a coherent security policy that addresses DOE's diverse scientific institutions and missions in a manner that fosters scientific research and exchanges while enhancing national security. This study will address the critical issues involved in balancing the requirements of science and security in operating the Department's premier scientific institutions in the 21st Century. This contract will have an 18-month term. DOE requires that this study be accomplished by an unbiased organization experienced in the areas of science, energy, and national security, and nuclear materials nonproliferation. The subject organization uniquely meets this requirement. The proposed study is required to support the mission of the Department, including the National Nuclear Security Administration, in managing a broad set of scientific and engineering laboratories that span the basic and energy sciences, including stockpile stewardship, fundamental scientific research, nuclear non-proliferation, energy research and environmental remediation. This study is urgently required to assist the Department integrate its mission responsibilities with effective security controls, without hampering its ability to advance broad scientific programs. The Study will assess and make recommendations for: (1) Fostering scientific excellence at the national laboratories in the era of rapidly advancing technologies and emerging security threats; (2) Ensuring the national laboratories continue to serve as premier science and engineering institutions and valued international scientific partners; and (3) Clarifying the boundaries between information to be protected for national security and other purposes and information to be shared openly with the scientific community and the public.
