- The Bureau of Transportation Statistics (BTS), the federal statistical agency for the Department of Transportation (DOT), is seeking to identify sources to conduct three different components of an Omnibus Survey Program. The program is a ONEDOT effort to collect information about the transportation system, how it is used, and how it is viewed by the users. The first component is the Air Traveler Opinion Survey. The survey is conducted as part of the agency's Omnibus Survey Program. The Air Traveler Opinion Survey will be conducted in early December of 2000 and quarterly thereafter. BTS is seeking qualified, expert vendors with demonstrated abilities in paneled web-based surveys. This survey of approximately 1,000 adults has been conducted once using computer-assisted telephone interviewing (CATI) and random digit dialing (RDD) sampling to recruit a web-based panel. Experience should include survey instrument design, data collection, data cleaning and editing, development of survey weights, and SAS programming. Offerors interested in documenting their capability to perform this survey should respond to this announcement by November 8, 2000. The following specific information is requested: 1) company descriptive literature; 2) description of experience conducting web-based surveys; 3) description of survey panel; 4) description of methodology; and 5) estimation of survey response rates. The survey is conducted as part of the agency's Omnibus Survey Program. This is a customer satisfaction survey designed to gauge the public's satisfaction with the transportation system and their opinions on various transportation-related issues. This survey of approximately 1,000 adults has been conducted monthly using computer-assisted telephone interviewing (CATI) and random digit dialing (RDD) sampling. Once a telephone number is confirmed as residential, an adult household member is chosen at random to be the survey respondent. The subject work would begin with the April 2001 survey month. Each month tasks include: 1) Acquire/select RDD sample of U.S. households; 2) Design and pretest survey questionnaire; 3) Program and test CATI instrument; 4) Train CATI interviewers; 5) Conduct interviewing to secure at least 1,000 interviews; 6) Perform post data-collection editing and weighting to known population totals, and; 7) Prepare micro data CDROMs in several formats including a SAS Dataset and user documentation. Data quality is a top priority of BTS and the highest possible data quality must be achieved in this effort. The data collection period is one week, beginning on the first Wednesday of each month with results delivered to the government within one week of the end of the data collection period. The following specific information is requested: 1) company descriptive literature; 2) description of experience conducting surveys; 3) description of proposed survey methodology; 4) description of measures used to maximize data quality, and 4) estimation of survey response rates. The U.S. Bureau of Transportation Statistics has a requirement for the collection and reporting of timely data on the expectations of and satisfaction with the transportation system by business establishments. In general the tasks include: 1) acquisition or development of lists of establishments with key identifying information (North American Industry Classification codes, location, name and locating information of knowledgeable individual, etc.); 2) selection of a monthly sample of U.S. establishments; 3) performance of interviewing to secure at least 1,000 interviews of business establishments per month; 4) performance of editing and weighting, and; 5) preparation of micro data CD-ROM's in several formats including a SAS dataset and user documentation. Offerors interested in documenting their capability to perform this survey should respond to this announcement by November 8, 2000. The information provided will be evaluated to identify capable potential sources if funding is allocated for this effort. The Government does not intend to award a contract on the basis of this notice or otherwise pay for any information solicited. Note descriptions of work performed should relate only to the work actually performed by the submitting party (i.e., for a $2M subcontract under a $10M contract, provide the information relating only the work under the subcontract versus the entire contract) and should include customer (names and phone numbers) references. Sources must indicate positively or negatively whether they are a small or 8(a) business under SIC code 8741. Responses shall be submitted in an original and one (1) copy.
