Description
The IRS Wage and Investment Division, Modernization Branch has an immediate need to maintain and update the TeleTax system with current and accurate tax law information and refund responses. The IRS intends to award a commercial item contract to Brite Voice Systems, Inc., 1905 Westfield Street, Alexandria, VA 22308. The IRS believes that Brite Voice Systems, Inc. (BVSI) is the only contractor that can maintain the TeleTax hardware and software because they are the Original Equipment Manufacturer and hold a proprietary interest in the hardware and software. The Contractor shall be responsible for maintaining the TeleTax system_s hardware and software from date of award through September 30, 2001. Hardware Maintenance: BVSI will provide nationwide TeleTax Systems Hardware maintenance. BVSI provides commercial-off-the-shelf, unique replacement parts and engineering support for the currently installed IRS TeleTax Systems Hardware. Standard Software Maintenance: The Standard Operating Software maintenance shall be performed nationally, at all of the TeleTax locations. The maintenance includes _runtime_ VRU software, which facilitates the IRS TeleTax Application. This runtime environment was developed by BVSI and BVSI is uniquely qualified to support this product Additionally, the requirements which are to take place prior to the 2001 filing season are as follows: The Contractor shall receive and review the English Refund Responses. The Contractor shall record and digitize the English Refund Responses, in a professional recording studio. The Contractor shall translate the English Refund Responses into Spanish text, then record and digitize the responses in a professional recording studio. The Contractor shall provide the IRS with an action plan, which will ensure that all work is completed by COB 12/31/2000. The action plan shall include the schedule for updating the 16 voice response sites with the newly recorded refund responses and tax law topics. The equipment shall be loaded remotely. The Contractor shall provide the COTR with the work schedule for all sites within 15 days of receiving the contract. The Contractor shall provide project management to oversee a timely completion of this requirement which will include refund and tax topic work. The Contractor shall perform remote administration of refund response and tax law topic downloading according to the agreed upon schedule. The Contractor shall perform system testing to ensure message accuracy and quality. The effort performed by the Contractor and the resultant product shall be Y2K compliant. The Contractor shall provide verbal daily status reports to the IRS. If any complications arise that are the fault of the contractor, they shall be corrected, at no additional cost to the government within (3) working days. The Contractor shall re-record, digitize and download additional changes (not to exceed 12 occurrences) of tax law topics and refund responses (if necessary) at no additional cost to the government. Any contractor who believes they can fulfill this requirement are encouraged to submit their capabilities statement, including pricing, to Michelle Faseru by COB November 1, 2000 at the address listed above. All responses will be evaluated. No facsimile correspondence will be accepted. See Note 22.
