Description
Design, develop, manufacture, test and support an Improved Constant Run-Out and Retraction Control System (ICRRCS). This improved system will consist of a Constant Run-Out Control Valve (CROCV), a Retraction Control Valve (RCV)(which may be combined with the CROCV), an Air Control Valve (ACV), valve actuators, a Retraction Control/Indicator (RCI), an Arresting Gear Room Control/Indicator (AGRCI), a System Processor/Controller (SPC), an Uninterruptible Power Supply (UPS), RS 485 Serial Bus Interface, and an array of sensors, as well as all associated piping, tubing and cabling. The ICRRCS will be used aboard U.S. Navy Aircraft Carriers (CV/CVN) and there will be one system per Mark 7 Arresting Gear system installation. The ICRRCS will replace the existing Mark 7 Aircraft Arresting Gear Constant Run-out Valve, Retraction Valve and Air Valve as well as their existing control and actuation systems. The ICRRCS is intended to increase the arresting capability aboard U.S. Navy Aircraft Carriers for any combination of aircraft weight and speed arrestment situations. It is expected that the ICRRCS will increase margins of safety and reliability while decreasing maintenance. The ICRRCS contract will be a single contract consisting of two contract types for the two phases of the contract, i.e. a Cost-Plus-Incentive-Fee arrangement for the development phase and a Fixed-Price-Incentive (Successive Targets) for the production phase. The development phase provides for delivery of one prototype and the production phase consists of five (5) option items for an additional 64 ICRRCSs. This procurement will involve Militarily Critical Technology and will be subject to the the International Traffic and Arms Regulation (ITAR). See Note 8.
