Description
I. BACKGROUND -- EEOC's Office of Programs operations has developed a program of Technical Assistance Program (TAP) Seminars, which will provide training on the laws enforced by EEOC. II. PURPOSE -- The contractor shall provide a full service training facility to include: training rooms, meals, audiovisual and training aid support, and lodging for the TAP Seminars. The location (city), date and time of the seminar are as follows: LOCATION (City): Atlantic City, NJ (on the Boardwalk); Date(s): August 28-31, 2001 (nights of 8/27-30, 12 noon departure on 8/31); Starting Time and Ending Time of Seminar: 8:00a.m.-5:00p.m. III. DESCRIPTION OF FACILITY REQUIREMENTS -- NOTE: The following requirements for the training facility are specified in terms of "Minimum Requirements". The contractor must satisfy the government's minimum requirements as specified in this Statement of Work to be considered. (1) MINIMUM: The facility must be able to provide the following: (a) MEETING ROOMS -- Meetings rooms to seat 500 attendees. Meetings rooms should be designed with training or instruction as the main purpose of design. The contractor shall provide the following facilities for the time periods indicated below: Seminar to be conducted in main ballroom -- classroom style: 9:00 am -- 12:00 pm; SEMINAR BREAKOUT ROOMS -- Ballroom to be divided into 4 separate breakout rooms for afternoon sessions: 1:00 pm -- 5:30 pm; Seminar Luncheon -- to be served in a secondary ballroom approximately: 12:00 noon. SUITABLE FURNITURE: desks of sufficient size and in acceptable condition. Sufficient size is a minimum of 4 sq. ft. of table space per person. Desks designed specifically for training of less than 4 sq. ft. are acceptable. Acceptable conditions means that furniture is not broken or soiled, rusted, or damaged in any way that would injure the individual or damage clothing. Chairs must be ergonomically designed for long periods of sitting. SOUND ACOUSTICS: Walls should be constructed in a manner that confines inside sound and reduces or prevents the transmission of extraneous sound. Meeting rooms that are divided by partitions must be soundproof enough to prevent disturbance from other groups. All rooms must be in areas free from heavy inside or outside traffic. UNOBSTRUCTED VIEWS be so configured as to allow every participant clear view of the speaker and all visual aids. Speakers: Rooms heating and air conditioning maintain air quality and room temperature at comfortable levels when rooms are at maximum capacity. (b) DESCRIPTION OF MEAL -- Not part of initial bid. To be determined separately upon the award of the contract. Additional lunchtime room arrangements: Podium and microphone for a keynote speaker. (c) AUDIO-VISUAL AND TRAINING AID: To be determined separately. (d) ACCOMMODATIONS AND OTHER EQUIPMENT: The contractor shall provide a registration area tobe made available outside the main meeting room. The contractor shall provide the participants access to telephone, facsimile, and copying services during the conduct of the seminar. The contractor shall provide copying and facsimile services at a reasonable rate per page. Reasonable rate is considered the average rate charged by facilities for this location. SECURED STORAGE SPACE: The contractor shall provide secured storage space for government materials of at least 100 sq. ft. Secured storage area (room) of approximately 100 feet which will be used for the storage of supplies and if necessary, audio visual equipment. DELIVERY SERVICES: The contractor shall provide for the receipt and accommodation of government seminar materials prior to the scheduled seminar. The contractor shall store the delivery of materials received in a secure space to be accessed only by the designated government Project Officer and an authorized contractor official. ACCESSABILITY: The contractor's facility including restrooms must be fully accessible to the physically challenged and be equipped with accommodations such as appropriate walkways, ramps, parking, and elevators (above the first floor). PARKING: The contractor shall have adequate parking facilities within a reasonable distance from the training facility. LODGING: A reserved block of 400 guest rooms at the U.S. Government rate or lower. This task is considered a requirement of the Statement of Work because attendees require overnight stay. The contractor is therefore, required to accommodate the participants with single and double rooms for sleeping. These rooms will be available at a special group rate for participants. Participants paying with a valid U.S. Government credit card are to have state taxes waved. Rooms should be located within the same building, hotel complex, or conference facility as the training/meeting rooms. Rooms must be equipped with private bath, bed, dresser, table, chair, closet space, heating, air conditioning and receive daily maid and linen service.
