- Development, testing, and implementation of an information system for collecting, disbursing, and terminating rents for privatized military housing in association with the Defense Finance and Accounting Service (DFAS), on behalf of the Department of the Army. THIS IS A REQUEST FOR INFORMATION ONLY. NO PROCUREMENT ACTIONS WILL BE CONDUCTED AS A DIRECT RESULT OF THIS NOTICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION SUBMITTED IN RESPONSE TO THIS REQUEST FOR INFORMATION. Background information: During 1996, the Military Housing Privatization Initiative (MHPI/Public Law 104-106) was enacted. This initiative permits the Department of Defense to utilize many authorities to attract capital investment for revitalizing military housing. The Department of the Army is currently privatizing military family housing with a pilot program known as the Residential Communities Initiative (RCI). This mission is accomplished through outsourcing initiatives with the private sector whereby the Army outleases the land and conveys the housing units to a private sector developer who will own, operate, maintain, renovate, and replace them. The Army desires to require service member (SM) residents to pay rent through monthly payroll allotment in an amount equal to the SM's monthly Basic Allowance for Housing (BAH). The pilot program presently includes projects at Fort Carson, CO; Fort Hood, TX; Fort Lewis, WA; and Fort Meade, MD. RCI could potentially include 85,000 homes at 20 bases. REQUEST: The Army is interested in locating commercial sources to develop, test, and implement a system that will facilitate initiation, management, tracking, updating, and terminating SM payroll rent allotments and that will operate successfully in conjunction with the Defense Finance and Accounting Service (DFAS) payroll system current in place. The Army is considering both traditional contractual vehicles as well as non-contractual agreements as a means of providing these services, as well as payment arrangements under which the Government does not directly compensate the vendor. Please provide information indicating how your company or organization could assist the Army be developing, testing, and implementing a system to handle the BAH allotments to inteface with the current DFAS system. Vendors are encouraged to suggest innovative compensation arrangements as well as an appropriate type of contractual or non-contractual agreement to acquire these services. Please indicate what additional information you would need from the Army to provide these services. Information submitted should include a one-page synopsis and may be supported by as many as 4 additional pages for a package total of 5 pages maximum.
