Description

This Pre-solicitation notice is being advertised for participants under the Small Business Administration 8(a)Program ONLY. The procurement is for Professional Advisory and Support Services of a Non-Personal nature on the management of Worldwide Bachelor Housing for the Navy Bachelor Housing Program Management Office. These services shall encompass Training Support, Analysis and Studies Support, and Bachelor Housing Management Support not limited to but including, Bachelor Housing Management analysis studies, and training programs, development and oversight of all Bachelor Housing training including curriculum development and instruction of Bachelor Housing courses as well as support of training initiatives. Developing and performing analysis on Bachelor Housing related programs associated with the administration and operation of Bachelor Housing including administration, operation and management of Bachelor Housing as well as analysis of Activity and Major Cliamant level billing fund data. Data collection and Bachelor Housing database system maintenance. On-site analysis and support assistance to field activities on operational and management effectiveness. Maintenance of Navy Transition Plans, benchmarking support to evaluate progress of Bachelor Housing goals and objectives, advisiory and support services for OPNAV, and NAVFACENGCOM as well as field divisions and activities. Be advised that competition under this solicitation is limited to Small Business Administration 8(a) certified firms who are certified under SIC Code 7375 and meet the size standards of $18M annual gross receipts, based upon a three year average. Geographical restrictions are Nationwide. Offerors will be evaluated for award on a best value basis. Neither the solicitation, any amendments to the solicitation, or information pertaininig to the solicitation will be sent out via regular mail. They will be available ONLY by download from the aforementioned website. IT WILL BE THE RESPONSIBILITY OF THE OFFEROR TO CHECK THE WEB SITE DAILY FOR ANY AND ALL AMENDMENTS TO THIS SOLICITATION ONCE IT IS POSTED. It is anticipated that Proposals will be due on December 12, 2000 unless otherwise specified in the solicitation which will be available at the aforementtioned website on or about November 15, 2000.
