- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes a RFP/ and request for a Pre Proposal meeting. The Pre-Proposal meeting, for this acquisition, will be designed to give any organizations interested in offering a proposal (the Offeror) 1. General information about this "Diversity Oriented Employment Referral Services" Initiative, 2. Specific information as to what will be contractually required of the awardees 3. Provide a forum for which questions concerning the statement of work will be answered, and for which guidance on preparing a proposal will be given, and 4. To provide offerors with information concerning the content of their proposals and winning the contract. The pre-proposal meeting will take place on November 9th, 2000, form 10:00 a.m.- 12:00 p.m., at The Department of the Interior, South Interior Building, 1951 Constitution Ave., NW, Washington DC, 20240-1000. Following the pre-proposal meeting, the statement of work will be revised, and Request for Proposals (RFP) date will be set forth for those firms, and organizations wishing to compete in the acquisition. The objective of this contractual relationship is to provide outreach and recruitment of job candidates that are traditionally underrepresented populations within the DOI's workforce. This initiative will focus on linking candidates from traditionally underrepresented populations to employment officials within The Department of the Interior. The initiative must be accomplished by establishing formalized partnerships with vendors, non-profits, or employment referral service businesses. The contractor will be responsible for awarding subcontracts or volunteer agreements and administering the "Diversity Oriented Employment Referral Services" Initiative (DO-ERS.) To support this initiative the contractor will be responsible for maintaining relationships with the partner organizations and the DOI's human resource representatives from participating Bureau's. The Department has identified the following key tasks in implementing this initiative; Task 1. Provide project administration, Task 2. Use the Internet to provide vacancy information to target populations, Task 3. Increase networking, utilizing minority serving non-profit organizations, Task 4. Disperse vacancy information within the community of targeted population, Task 5. Provide employment referrals from candidates from traditionally underrepresented minorities, Task 6. Fulfill evaluation component, Task 7. Participate in cross-site exchange of information with other Subcontractors/pilot programs. The government anticipates awarding a 10 month base year contract with one 12 month option year, around mid to late December. The requirements of this service, for the first program year; and option-year contracts, are the same and are specified in this Streamline Solicitation. Cancellation or termination for insufficient funding, in the event funds are not made available for the continuation of a option-year contract, the contract shall be canceled or terminated. Provision clause at 52.217-2, Cancellation under Multi-year Contracts, and 52.217-5, Evaluation of Options, are applicable in this acquisition. The contractor will be notified of the government's intentions to exercise the option 30 days prior to the expiration of the base period. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 10 months 1 year. The contractor's proposal must address the base year and option year separately in their business proposal. Place of performance for the base and option period is Washington, DC, delivery and acceptance of the contractor's work will be Dept. of Interior, 1849 C. Street Washington DC. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Provision at 52.212-2, Evaluation -- Commercial Items. The final award of this contract will be based on the "best value" to the government. Provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items applies to this acquisition. Offers must submit Representations and Certifications with offer.
