Description
Amendment 0001 is being issued to answer questions concerning Solicitation DAMD17-01-R-0001. The solicitation closing date is being extended to November 8, 2000, at 3:00 PM EST. 1. Question: The synopsis /solicitation CLINS 0001-0004 use the term "Estimated Quantity (EQ) 1000' Units of Issue (U/I) EA" Please define the EQ 1000 Unit of Issue for each CLIN. Answer: The EQ shall be corrected as '50' Units of Issue EA. Each CLIN for each performance period describes a particular task or group of tasks to be accomplished. The quantities indicated for each CLIN represent the Government's best estimates as to the number of times during a particular performance period a task or a group of tasks will be performed. In order to formulate a unit price and total amount for each CLIN offerors shall read the explanations of the particular task or group of tasks identified in the PWS that correlates with the tasks discussed in the CLINs. Offerors shall then contemplate the labor categories believed necessary to perform each task on one occasion and shall compute the price per performance of each task by multiplying the hourly rate for each labor category believed needed by one hour. That product shall then be multiplied by the estimated quantity for each CLIN to present a total amount for each CLIN. For example: CLIN 0001 relates the need to Develop procedures, guidelines, and protocols for data collection. Upon reading and absorbing the services required by CLIN 0001, the offeror shall identify the labor categories believed needed to perform this task on one occasion. The offeror must then multiply the hourly rate for each labor category needed by one hour. That answer shall then be multiplied by the estimated quantity (50) to obtain a total estimated amount for CLIN 0001. This process shall be repeated for all CLINS including each performance period to tender a total amount per CLIN. 2. Question: PWS Paragraph 1.4.3 Required Travel-states that "travel will be required to locations specified by USAMMA", should the cost of these trips be incorporated into the firm fixed price proposal? If so, please provide a list of the locations, number of personnel, duration of travel and approximate time frame that the travel will occur. Answer: The Government is not able to relate at this time the number of trips and locations that will be required of the contractor to complete particular tasks during each performance period. The Government will obligate a certain amount of money for each travel CLIN in each performance period. Therefore, the Government will not evaluate the prices for travel CLINs when evaluating the total overall tendered price per offeror to perform the services for the base period and four consecutive one year option periods. 3. Question: PWS Paragraph 1.3.2.1 Conventional Data Collections -states "these efforts include planned and discretionary projects aimed at specific equipment and technology items." How will these projects be incorporated into the firm fixed pricing structure? If the projects are to be included in the firm fixed price, please identify the number of personnel, duration of project (s), travel requirements and if the Contractor will be required to provide any other direct equipment or material. Answer: Par 1.3.3 should include "This effort requires three full time positions to be filled, one each -- Senior Clinical Engineer, one each -Clinical Engineer and one each -- Biomedical Equipment Maintenance. This effort will require the approximated additional support on a part time basis: one each -- Clinical Engineer 40% or 832 hrs, one each -- Biomedical Equipment Maintenance 50% or 1040 hrs, one each -- Statistician 20% or 416 hrs, one each Medical Supply and Quality Control Technician 50% or 1040 hrs. 4. Question: Also on the projects please will any additional labor categories be required to perform these projects? If so, please list the labor categories and the expertise required for each. Answer: Medical Supply and Quality Control Technician. This position is responsible for providing logistics assistance, data collection and conducting surveys as required. This person must have experience with medical logistics policy and procedures, property management, medical systems and medical equipment. This person will assist in Logistics Assistance Visits and will evaluate current systems and procedures, collect data and respond to the changing USAMMA business activities and events that require a data collection effort. Lastly, this person requires a working proficiency of the Microsoft Office Professional suite, a working understanding of databases, and a excellent interpersonal and public communication skills, both verbally and in writing. 5. Question: PWS Paragraph 1.3.2.2 Unconventional Data Collections states that "special data tasks that are outside the conventional scope yet requiring a data collection." Again please state if these efforts should be included in the firm fixed price structure. If so please identify the number of projects, number of personnel, approximate duration of projects, travel requirements, and if the Contractor will be required to provide any other direct materials or equipment. Answer: Answered in Question 4. 6. Question: PWS Paragraph 1.3.3-Level of effort and Human Resource Specialties states that this effort requires the "expertise of a highly skilled and qualified contractor staff at a firm fixed rate." The synopsis/solicitation states to provide a firm fixed price. Please clarify whether you are requesting a firm fixed rate for each labor category or a firm fixed price for the entire effort. Answer: Answered in Question 4. 7. Question: Also in reference to the PWS Paragraph 1.3.3- state "the Government retains second right interviews for the labor categories." Please state whether the resumes should be included in the Technical proposal and what format should be used to present the resume information. Answer: Answered in Question 4. 8. Question: PWS Paragraph 1.3.3.3 Statistics states that "When needed by USAMMA, the contractor shall provide capabilities in the area of statistics." The labor category for the statistician is well defined. Obviously, this requirement indicates a statistician will not be a full-time employee. In order to appropriately price this item, as well as all labor categories, request you provide the approximate number of man-hours for all labor categories that will be used during the base year and each option year of the contract. Answer: Resumes should be included in the technical proposal, be not more than 2 pages and follow the format provided below:(1) Name (2) Position applying for and description of how prior experience relates to job position. (3) Experience (4) 2 to 3 references with point of contacts and their phone numbers (5)Education. 9. Question: It can be argued that you intend to phase in the effort under the contract to be awarded. Request you identify what labor categories you require the contractor to provide beginning on day 1. Answer: See Answer 4 above. 10. Question: Request you provide DD Forms 1423 for the deliverables described in PWS Paragraphs 6.1 through 6.8. Request you identify the Data Item Description for each. Answer: There are no DD Form 1423s available for this requirement. 10. Question: In PWS Paragraph 3.0 Government Furnished Property ands Services you stated that there is the possibility that, "In the event USAMMA space and peripherals become unavailable, the contractor shall provide such business support at pre-approved client off-site rates." Do you want these off-site rates proposed by labor category or by CLIN? Answer: No estimate required. 11. Question: Request you provide a list of the companies that have requested a copy of the PWS.
