Description
Background: The National Business Center, Products and Services, developed and maintains the Federal Personnel and Payroll System (FPPS). Clients serviced by FPPS include the Department of the Interior, Social Security Administration, Department of Education, Federal Labor Relations Authority, Security and Exchange Commission, Federal Trade Commission, International Trade Commission, Presidio Trust Fund, Pension Benefit Guaranty Corporation, etc. and potentially other Departments, Office, and/or Commissions. FPPS services in excess of 180,000 client accounts per year. Federal Government employees are required to report time and attendance (T&A) data every two weeks, termed a pay period, for payroll purposes. The pay period covers Sunday through Saturday of the two week period. Time, in hours and minutes, is entered for each day during which the employee is defined to work. The time is broken into hours/minutes worked by cost structure, hours/minutes of leave taken, hours/minutes of credit hours earned, hours/minutes of overtime, etc. Each set of hours is coded with a cost structure and a code which defines the type of hours (e.g. 010 is regular hours worked; 020 is annual leave taken; 241 is credit hours earned, etc.). Supervisors are required to certify T&A data biweekly before the data is transmitted to the payroll system. Federal regulations require that certified T&A data be retained for six full years. Quicktime is a T&A application which was developed under contract for the National Business Center. Basically, Quicktime consists of three parts -- web access; the application; and a database. Quicktime runs in a single or multiple server environment. Federal employees access Quicktime via a web browser. Supervisors access Quicktime via a web browser to certify the T&A data biweekly. The T&A data must be certified before it can to transmitted to a payroll system. Transmission of T&A data is not limited to FPPS. Quicktime is used by employees to record in and out times. Times recorded include beginning and end of the employees work day, beginning and end of lunch breaks, and departure and return from approved leave status that may cover increments as low as 15 minutes and up to two weeks. The Quicktime application allows for multiple in and out times in a day. All time reported by employees is edited against pre-established work day parameters to include regular work hours, break times, approved leave, and premium hours such as overtime, credit hours, and compensatory time off. Hours and minutes of work can be charged against multiple cost structures in any given pay period. The employees recorded time is validated by a timekeeper, certified by an approving official, and subsequently sent to the payroll provider. Quicktime is currently being piloted for the Social Security Administration. Upon successful completion of the pilot, Quicktime usage will grow to in excess of 67,000 client accounts. Because agencies who will use Quicktime work on shifts, Quicktime, when operational, will be available to the clients 24 hours per day, 7 days per week, 365 (or 366) days per year. Objective of this Statement of Work: The objective of this statement of work is to provide server hardware capacity and database sizing for a varying number of user accounts. Stress testing methods shall be employed to produce the capacity and database sizing requirements. Government Provided Materials: -- Estimates of Concurrent Sign-ons C See Enclosure A -- Quicktime C the Government will arrange for a copy of Quicktime to be made available to the contractor. -- Developers of Quicktime C the Government will arrange for access to the developers of Quicktime. Contractor Provided Materials: -- the hardware configurations for testing -- operating system software per the Quicktime requirements -- Oracle database management system (although other database management systems may be used with Quicktime, oracle is to be used for this study) Quicktime Background/Requirements: See attached document Quicktime Implementation Plan, Department of the Interior, National Business Center.@ Minimum Response Time: The minimum acceptable response time is two seconds. Deliverables: Contractor shall provide for 1,000, 5,000, 10,000, 20,000, 25,000, 30,000, (Note to reader: the maximum will change dependent upon the results of Tims study) .......... concurrent users: -- minimum hardware configuration (make, model, specifications, etc.) -- other hardware configurations tested -- supporting documentation for the recommended hardware configuration -- estimated cost of the recommended hardware -- measured response time -- measured DASD requirements for the number of concurrent of users tested for one pay period -- operating system balancing/tuning parameters/settings -- maximum number of concurrent users this configuration can support before response time is exceeded based on actual tests -- any items which could impact the reliability of the tests -- recommended redundant hardware configuration (make, model, specifications, etc.) to assure 24 hour per day, 7 day per week operation, accompanying supporting documentation, operating system tuning/balancing parameter/settings, and estimated cost -- telecommunications requirements Selection: Selection will be based on technical qualifications and price. Technical qualifications are more important than price. This contract incorporates one or more clause by reference, with the same force and effect as if they were given in full text.
