Description

The Naval Air Warfare Center Weapons Division, China Lake, California intends to modify contract N68936-96-D-0033 for office supplies to extend the current period of performance by six(6) months (November 15th, 2000 through May 14, 2001) in order to allow sufficient time to permit the award of a competitive follow-on contract. The total estimated price for the contract remains $6,800,000.00. The extension will permit uninterrupted service in the electronic delivery order flow for office supplies under the Small Procurement Electronic Data Interchange(SPEDI) program. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation(FAR)Part 6.302-1(b)(1). Only one responsible source and no other supplies will satisfy the Agency's needs. SPEDI contracts provide desk-top ordering of supplies using electronic data interchange to create a paperless process. SPEDI contract require a technical ramp-up phase (defined as that period of time following contract award during which the contractor prepares for contract operation, including technical certification.) This ramp-up period typically runs a minimum of 90 days before a contractor can start performance. The incumbent contractor, Innovative Sales Brokers is the only contractor who does not require technical certification or the rest of the technical ramp-up phase. Accordingly this is the only source who can meet the Government's short-term need.
