Description
This is not a solicitation, but a query for potential sources that would be available for qualification testing. The Force Protection Command and Control Systems Program Office (ESC/FD) wishes to identify sources for a commercially available Tactical Mobile Thermal Imager. The Tactical Automated Security System (TASS) Program and Air Force Security Forces at field locations have fielded the Raytheon NightSight 200 product on a variety of vehicles. That product is no longer available. This sources sought announcement is to identify replacement candidates. Commercially available vehicle mounted thermal imagers will be evaluated using the requirements detailed in the performance specification, which is available on the Hanscom Electronic RFP Bulletin Board (HERBB) (http://herbb.hanscom.af.mil/rfp.asp). The specification requirements will be applied as performance objectives as this is intended to identify off-the-shelf (vice developed) products. A technical review of the vehicle installation manual and details of the installation kit will be conducted. The TASS program has acquired approximately 140 Raytheon NightSight 200 units over the past 4 years and installed them in a variety of vehicle types. Future purchase quantities are anticipated to be approximately the same. Interested potential sources are requested to provide details on the product and specifications as well as an installation manual and unit cost. Contractors will indicate whether or not their equipment and services are offered through the GSA schedule or any other government-wide agency contract. Published GSA prices, discounts and any quantity price break information should also be provided. The Government will perform a best-value determination of the responses received based on specification compliance, installation instructions, and price. If sufficient potential exists, we intend to test the most-promising candidate(s), with a goal of adding a replacement for the tactical mobile thermal imager to the TASS Product Baseline. The responder must indicate his willingness to provide, free of charge to the Government on a loan basis, a production unit, product Certificates of Compliance, training of test personnel, operator and maintenance manuals, and installation support for the Government evaluation phase. ESC/FD will subsequently make those test results available to all military services and the TASS prime contractors for future procurement considerations. Please note that the [HANSCOM] Electronic RFP Bulletin Board (HERBB) will be the primary source of information for this acquisition. Interested parties should check for updates frequently and subscribe to the HERBB update service for the "Tactical Mobile Thermal Imager". Contractors desiring to do business with the Air Force shall be registered in the DOD (CCR) Central Contracting Reporting System www.ccr2000.com. An Ombudsman has been appointed to address concerns from interested firms during this phase of acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The ESC Ombudsman is Col. Joseph Magnone, Director, Commander's Staff, (781) 377-5106. The Ombudsman should be contacted only with issues or problems that have been brought previously to the attention of the Program Manager and/or Contracting Officer and could not be resolved satisfactorily at that level. Interested potential sources should submit packages containing the above requested information, in writing, within 15 days of this publication to ESC/FDK, 5 Eglin Street, Building 1624 1st Floor, Hanscom AFB MA 01731-2100, Attn: Ms Alicia Gettman. Responses should not exceed 8 one-sided 8 1/2"x11"pages. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice.
