- Description
- This is not a solicitation, but market research to determine the state of required technology. The Force Protection Command and Control Systems Program Office wishes to identify potential technology for a Personal Identification Credential System (PICS) for the purpose of providing positive access control at restricted perimeters. A potential concept of operations would be: an authorized individual, driving a vehicle and approaching a restricted and sensored boundary, would activate the PICS (via a biometric measurement). The PICS would then communicate with an associated entry control system to place sensors in temporary access or open gates, allowing the authorized person to pass through the restricted boundary without stopping. The identification data should be transmittable by a transponder over a distance of 88 feet threshold, 132 feet objective. (Note: At 15 m/h or 22 feet per second this gives a timeframe of 4 to 6 seconds to initiate the resulting security reaction.). Another method of describing the desired system is that it is a long range proximity card that only transmits when in the possession of a particular individual. The PICS should provide an all weather capability. The unit should be roughly credit card size, weigh no more than three oz, and be producible at low cost. Response to this market research should include evidence of experience in accomplishing the scope of work indicated and a plan for demonstrating a laboratory model. The Government will review responses to determine the necessity and scope of a research and development effort to provide the required capability for testing . Please note that the [HANSCOM] Electronic RFP Bulletin Board (HERBB) will be the primary source of information for this acquisition. Interested parties should check for updates frequently and subscribe to the HERBB update service for the " Personal Identification Credential System Project". Contractors desiring to do business with the Air Force shall be registered in the DOD (CCR) Central Contracting Reporting System www.ccr2000.com. An Ombudsman has been appointed to address concerns from interested firms during this phase of acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The ESC Ombudsman is Col. Joseph Magnone, Director, Commander's Staff, (781) 377-5106. The Ombudsman should be contacted only with issues or problems that have been brought previously to the attention of the Program Manager and/or Contracting Officer and could not be resolved satisfactorily at that level. Interested potential sources should submit packages containing the above requested information, in writing, within 15 days of this publication to ESC/FDK, 5 Eglin Street, Building 1624 1st Floor, Hanscom AFB MA 01731-2100, Attn: Ms Alicia Gettman. Responses should not exceed 10 one-sided 8 1/2"x11"pages. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach.
