Mac Dougall, Supervisory Buyer Phone: (732) 445-5282 Fax: (732) 445-4712 E-Mail: See below Date for receipt of proposals: November 20, 2000 Proposals are requested to revise, continuously update and deliver three (3) training courses, Orientation to Transit Procurement, Cost and Price Analysis & Contract Negotiation, and Contract Administration, consisting of 32 hours of instruction per delivery, and a half-day seminar, Transit Procurement: An Executive Overview, that will improve Federal Transit Administration grantees' understanding of transit procurement and ensure compliance with federal requirements. The three multi-day courses will be offered to new professionals and those who are currently engaged in procurement that is federally funded, particularly contract administrators, project managers, procurement and contracting personnel wishing to improve their skills, transit suppliers and FTA regional staff who review third-party contracting. The half-day Executive Overview Seminar will be offered to senior staff level transit executives and board members who are not engaged directly with procurement activities but who will benefit from a better understanding of the functions and principles of third-party contracting. The contract will require revising and updating existing course materials, including a resource manual, and delivery of each multi-day course up to thirty (30) times and the half-day seminar up to twenty (20) times during the five-year contract period (three years base plus two option years). NTI will require proposers to have had experience with the subject matter as well as experience in revising, updating, and delivering training programs. All RFP's will be transmitted via express mail on November 1, 2000.
