- NOTICE OF INTENT TO SOLE SOURCE The National Institute for Occupational Safety and Health (NIOSH), in Morgantown, WV competitively purchased an Electron Spin Resonance (ESR) instrument model ESP300E Spectrometer in September 1994 from Bruker Instruments. The current research focus of the Oxidative Injury Program in the Health Effects Laboratory Division (HELD), Pathology and Physiology Research Branch is to understand the mechanisms of occupational diseases and cancers resulting from occupational exposure to metals and mineral particles with emphasis on the role of free radical reactions. The ESR is the major instrument employed for this project. This acquisition of an upgrade to a Bruker EMX will provide significant improvements to performance of the system as follows: the standard weak pitch sensitivity will be 1500:1 compared to 360:1; approximately four times greater aqueous solution sensitivity; computer system with PC and Windows rather than OS9; a solid state Gunn diode microwave source rather than klystron bridge; and the signal channel on the EMX uses E 027 which has superior noise suppression and filtering to the ER 023. Because the government has made a significant investment in the existing ESR, upgrading vs. new purchase is considered to be in the Government's best interest. The only source known that can perform the required upgrade is the original equipment manufacturer, Bruker Instruments, Inc., Billerica, MA. However, if there are vendors having the capabilities necessary to meet the stated requirements (upgrade to the ESP300E system), they are invited to submit appropriate documentation, literature, brochures and references to Brenda L. Goodwin (MS 1019), Reference: SS2001-009, DHHS, PHS, CDC, NIOSH, ALOSH, 1095 Willowdale Road, Morgantown, WV 26505. The Government intends to negotiate on a sole-source basis with Bruker Instruments. Organizations may respond within 10 days after posting of this notice. Information received would generally be used for the purpose of determining whether to conduct a competitive procurement.
