Description

Sources are being sought for operational, maintenance, training and engineering support for the Air Force_s Variable In-Flight Simulator and Test Aircraft (VISTA), NF-16D, SN #86-0048, in support of the United States Air Force Test Pilot School (USAFTPS), located at Edwards AFB CA. Requirements include: conduct of in-flight simulation investigations, tests, training, and other flight operations using the VISTA; maintenance of the aircraft to include avionics systems; design and installation of temporary and permanent aircraft modifications; engineering support to include analysis, modification design and reviews, and technical reporting; provide qualified test pilots who have expertise in flying qualities and airborne systems evaluations and test pilot training to fly the VISTA as safety and evaluation pilots and to conduct experiments; training to test pilot school students and staff, to include classroom instruction, safety pilot checkout and ground simulation training; logistic support and the use of U.S. Government supplied items to the greatest extent possible. The anticipated performance period is 1 May 2001 through 30 Sep 2002 with three (3) one (1) year options. The anticipated type of contract is Firm-Fixed-Price. The North American Industry Classification System code is 488190 and the small business size standard is $5,000,000. The Government intends to acquire these services as sole-source. The following criteria will be used to evaluate responses to this notice in order to determine whether or not to openly compete this requirement: (1) Experience designing, operating and flying in-flight simulator aircraft of the same or similar type as the VISTA; (2) experience designing, evaluating and correcting problems in aircraft flight control systems of the same or similar type as the VISTA; (3) experience instructing test pilot students in flying quality and integrated systems design and test issues; (4) a minimum of 5 years experience operating high performance aircraft having variable simulation and systems capability and performance of the same or similar type as the VISTA; and (5) a facility to perform specialized engineering support. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience and related projects that covers the aforementioned evaluation criteria, with value/price of past efforts (2) the size of the firm (i.e. large business, small business, small disadvantaged business, woman owned business or veteran owned business) and (3) whether or not these services are provided commercially to non-government agencies. This is not a request for proposals. This notice is for planning purposes only. This notice is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this notice. Responses to this notice are due by 9 Nov 00.
