- This announcement is a request for information (RFI) and should not be construed as a Request for Proposal or as an indication that the Air Force Nonmetallic Materials/Polymers (AFRL/MLBP) Office intends to contract for enabling photonic materials manufacturing capa-bilities, at this time. Information inputs from the chemical producers community with respect to the feasibility of pilot-plant and commercial production are required to facilitate identifying po-tential AFRL/MLBP investment opportunities that could lead to significant reductions in manu-facturing cycle time, risk and/or costs involving Air Force-developed two-photon absorbing (TPA) dyes. Information related to representative laboratory preparations of these AF TPA dyes may be found in the journal, Chemistry of Materials, vol. 10, pg. 1863-1874 (1998). In addition, comments and notions about the dual use potential and commercial applications of these TPA materials are needed. The subject request involves activities associated with investment plan-ning commencing in FY03. Received inputs will assist ongoing AFRL/MLBP investment strat-egy activities focused on facilitating affordable development for enabling personnel and system protection, microfabrication and other related photonic capabilities. The Air Force will not pay for information received in response to this RFI. Submissions should be brief (2-3 pages) and be structured for immediate comprehension by a diverse technical team. Responses to this an-nouncement will assist program efforts associated with establishing innovative manufacturing solutions and/or improved synthesis alternatives. AFRL/MLBP investment strategies emphasize generating pervasive advancement and/or utilization with respect to military and civilian appli-cations. The RFI's thrust focuses on identifying opportunities to establish enabling manufactur-ing capabilities that can ultimately lead to more affordable production and marketing of these TPA materials possessing advantageous military capabilities. Information received through this request will be used to develop investment requirements and/or opportunities and to develop a source list of potential providers relevant to the AFRL/MLBP Program.
